The Indonesian Ministry of Home Affairs is promoting the Digital Population Identity (IKD) as a single access point for civil administration services. The application allows citizens to manage family cards, birth certificates, and other documents digitally, with future plans including secure remote onboarding and international standard adoption.

The Ministry of Home Affairs has stated that the digitalisation of
population administration will make it easier for the public to access
various government services. Currently, several population
administration services can be accessed digitally through the Digital
Population Identity, or IKD. The public can apply for family card
printing and biodata for Indonesian citizens, manage individual moving
certificates, and apply for family card separation or splitting.

The IKD also provides civil registration services, including the
issuance of birth certificates for Indonesian citizens who do not yet
have a Population Identification Number, birth certificates for those
who already have one, and death certificates. Additionally, there are
services for updating education data, applying for non-permanent
resident status, and accessing blood type information.

In the future, according to Minister of Home Affairs Tito Karnavian,
people who have activated their IKD will no longer need to rely on
photocopies of their electronic ID cards for various administrative
processes. Through IKD, the digital identity can display a digital form
of the e-KTP, family card, and other population documents. The digital
identity will also become the primary means for verification,
validation, and access to various public services electronically.

Through IKD, digital identity can utilise Single Sign-On and share
data voluntarily based on consent. The IKD also serves as an access
gateway to online Population Registration and Civil Registration
services. Tito expressed his appreciation to all ranks of the
Directorate General of Dukcapil and Dukcapil Offices throughout
Indonesia for their contribution to building the national population
administration system. He noted that the success of digital
transformation is determined not only by technological advancement but
also by the quality of the human resources managing it.

‘Technology is merely a tool. The main key to success still lies in
the quality of the human resources who manage it. Therefore, we continue
to strengthen integrity, competence, and collaboration so that
population administration services improve and provide real benefits for
all Indonesian people,’ Tito said.

Director General of Population and Civil Registration at the Ministry
of Home Affairs, Teguh Setyabudi, stated that as of 31 July 2026, the
number of users who have activated IKD reached 21,152,840 people. In its
implementation, IKD supports the utilisation of population data through
QR Codes. There are two scanning mechanisms available. In the first
type, residents share their population data QR Code with service
providers. In the second type, residents scan a QR Code provided by the
service provider using the IKD application.

Another function being developed is Single Sign-On. Through this
mechanism, residents can verify data and access service provider
applications using IKD. This means the public does not need to
repeatedly enter or create identities for each digital service used.
According to Teguh, there are future development plans for IKD,
including strengthening the IKD design, developing secure remote
onboarding using liveness detection technology, a digital folder for
storing official documents, data sharing with the consent of the data
owner, strengthening IKD branding, involving public participation,
adopting international standards for interoperability, and accessibility
features for persons with disabilities and other vulnerable groups.

Teguh invited all regional governments to continue strengthening
collaboration in updating population data and expanding the
implementation of IKD. He said the success of digital transformation is
determined not only by technological sophistication but also by the
commitment of all stakeholders to build an integrated, inclusive public
service ecosystem oriented towards the needs of the community.
‘Ultimately, digital transformation is not just about technology, but
about how the state can deliver services that are easier, faster, safer,
and more targeted for all citizens,’ Teguh said.
",
