        "content": "<p>Jakarta \u2014 The Institute for Essential Services Reform (IESR) is\nurging accelerated adoption of the Euro 4 minimum fuel standard in\nIndonesia. This is important to improve fuel quality while reducing\nemissions that could affect health and the environment.<\/p>\n<p>IESR CEO Fabby Tumiwa said raising the fuel standard can improve air\nquality, especially in areas with high levels of fuel distribution\nactivity such as public petrol stations (SPBU).<\/p>\n<p>According to Fabby, regulations on vehicle emission standards and\nfuel standards have actually been in place for several years. However,\ntheir implementation has proceeded gradually, so not all types of fuels\nin circulation meet the standards.<\/p>\n<p>\u2018Improving the quality of fuel sold to the public is important.\nTherefore we urge the government and fuel suppliers to accelerate the\nadoption of the Euro 4 minimum standard,\u2019 Fabby said at a journalist\ndiscussion in Jakarta on Saturday, 7 March 2026.<\/p>\n<p>Fabby explained that some fuels already meet the standard, such as\nPertamax Turbo with RON 98 and Pertamax Green 95. However, several\nproducts widely used by the public have not fully adopted the emission\nstandards.<\/p>\n<p>Besides emissions, improving fuel quality is also seen as helping\nreduce the emission of volatile organic compounds (VOCs) that arise from\nfuel vapour during storage and refuelling at SPBU. Prolonged VOC\nexposure can harm health. The lower the fuel quality, the greater the\npotential VOC generated.<\/p>\n<p>Fabby noted that vapour control can be strengthened through the use\nof vapor recovery system technology. This system captures gasoline\nvapour during the refuelling process so that it does not escape into the\nair.<\/p>\n<p>\u2018Technology of vapour recovery is already used at some SPBU, but its\ndeployment is not uniform. In the future there needs to be clearer\npolicy so that this technology can be expanded,\u2019 he said.<\/p>\n<p>From the workers\u2019 protection side, Abdul Gofur, president of the\nASPEK Indonesia Workers\u2019 Trade Union Federation, said SPBU workers are\npotentially exposed to fuel vapour for long periods because they work\nfor hours in the refuelling area.<\/p>\n<p>He sees occupational safety aspects needing joint attention,\nincluding the use of appropriate standard personal protective equipment\nfor field workers. According to Gofur, PPE use and periodic health\nchecks can help minimise health risks that may arise from exposure to\nfuel vapour.<\/p>\n<p>\u2018SPBU workers are closest to the source of exposure because they work\nfor hours in the refuelling area. It is therefore important to ensure\nthey use adequate protection and receive regular health checks,\u2019 he\nsaid.<\/p>\n<p>In addition, he emphasised the importance of workers\u2019 participation\nin social security and health programmes. With such protection, workers\nhave coverage if they experience health issues related to work\nrisks.<\/p>\n<p>Muhammad Mufti Mubarok, chairman of the National Consumer Protection\nAgency (BPKN), said his agency would follow up on the VOC issue by\ncoordinating with relevant ministries and agencies.<\/p>\n<p>Mufti noted that the issue relates to both consumer protection and\nworker protection. Cross-sector coordination is needed so that policies\ncan provide adequate protection.<\/p>\n<p>\u2018We will follow up this issue by coordinating with stakeholders from\nenergy, environmental, and labour sectors. The aim is to strengthen\nprotection for consumers and workers,\u2019 Mufti said.<\/p>\n<p>Mufti added that BPKN is open to collecting input from various\nparties, including businesses and regulators, to seek constructive\nsolutions to improve safety and health standards in the fuel\ndistribution sector.<\/p>",
