        "content": "<p>ICW denies<\/p>\n<p>In its &quot;Your Letters&quot; column, The Jakarta Post published on<br>\nMarch 15, 1999, a joint statement of the World Bank and the<br>\nIndonesian Corruption Watch (ICW) concerning clarification of the<br>\nWorld Bank aid to the PDAM Jaya in connection with ICW&apos;s<br>\nstatement in an article published in the Post on March 12, 1999,<br>\non page three under the headline: ICW links Soeharto to city<br>\nwater deal.<\/p>\n<p>We are surprised at the publication of the letter because ICW<br>\nhas never been involved in the issuance of such letter. It is<br>\ntrue that the concept of the letter was sent to us to be signed<br>\nby us. However, we refused to sign the letter because we feel we<br>\ndo not have to correct our statement in the March 12 article,<br>\nbelieving that the statement reflects the truth.<\/p>\n<p>We have also explained to the World Bank that the World Bank<br>\naid to PAM Jaya has been going on since 1978, namely for<br>\nPulogadung Phase I Project (IIP 164 and IP 171).
