        "content": "<p>Jakarta (ANTARA) - The Deputy Speaker of the MPR, Edhie Baskoro\nYudhoyono, also known as Ibas, stated that the Climate Change Bill needs\nto address six main issues, ranging from targets to financing.<\/p>\n<p>\u201cA good law is not one with the most articles. A good law is one\nwhose benefits are most felt by the people,\u201d said Ibas in a statement\nreceived in Jakarta on Wednesday.<\/p>\n<p>According to Ibas, the Bill must not merely remain as a normative\nregulation, but must serve as a legal instrument that provides real\nprotection for the community while ensuring the sustainability of\ndevelopment.<\/p>\n<p>He stated that the first issue to be regulated is clear, measurable,\nactionable, and periodically evaluable climate change targets.<\/p>\n<p>Secondly, the Bill needs to establish institutions responsible for\nleading, coordinating, and supervising the implementation of climate\nchange policies.<\/p>\n<p>Thirdly, Ibas believes that strengthening adaptation must receive the\nsame level of attention as emission reduction efforts.<\/p>\n<p>Fourthly, Ibas emphasised the importance of adequate financing to\nensure that policy targets can be implemented.<\/p>\n<p>\u201cTargets without financing are merely hopes. A good policy is one\nthat can be implemented through appropriate budgetary reinforcement,\u201d he\nsaid.<\/p>\n<p>Fifthly, he encouraged the Climate Change Bill to ensure that the\ntransition towards a green economy occurs fairly and does not\ndisadvantage the public.<\/p>\n<p>Ibas noted that Indonesia already possesses various commitments and\npolicies regarding climate change, including the ratification of the\nParis Agreement, carbon economic instruments, and the target to achieve\nnet zero emissions by 2060 or sooner.<\/p>\n<p>Therefore, he emphasised the importance of integrating all these\npolicies effectively. Ibas also warned that the Climate Change Bill must\nnot create regulatory overlaps.<\/p>\n<p>The Climate Change Bill is listed in the 2026 Priority National\nLegislative Program (Prolegnas) and is currently in the discussion stage\nwithin the House of Representatives (DPR).<\/p>",
