How to approach East Timor<\/p>\n
Each time the situation in East Timor heats up the question of
\nhow to best administer the territory arises. One strong
\nproposition which is expressed each time suggests that the socio-
\ncultural heritage of the people of East Timor be used as a
\npointer and guiding principle.<\/p>\n
Each time, too, we are reminded of the time factor involved in
\nthe process of East Timor's integration into the Indonesian
\nRepublic. Also, there are factors brought by the changing era,
\ninvolving such aspects as the people's increased mobility, the
\nopenness of the region and the differences that exist in the
\nstages of development and the skills commanded by the local
\npopulation and those of other regions.<\/p>\n
What kind of management, of administration and development
\npolicy, then, is best for East Timor? The answer is: the one
\nwhich the local people perceive as offering them and their
\ncultural heritage the best possible protection -- autonomy. An
\nautonomy, perhaps, that is expressed primarily and as far as
\npossible in the administration's personnel.<\/p>\n
The message we want to convey is: it is the proper time that
\nthe Liquisa incident, which has once again placed East Timor in
\nthe center of public attention, is followed up not only in the
\nmilitary sense, but that it is used to reconsider the manner in
\nwhich East Timor society is best administered and approached --
\none that is regarded to show consideration to their social and
\ncultural identity.<\/p>\n
