Telkom Indonesia has convened a national forum to translate a recent declaration on technological sovereignty into a concrete implementation blueprint. The initiative focuses on three core pillars: Sovereign Cloud, Sovereign AI, and Sovereign Cybersecurity. The state-owned enterprise aims to foster cross-sector collaboration to ensure Indonesia controls its own digital infrastructure rather than merely serving as a market.

PT Telkom Indonesia (Persero) Tbk (Telkom) organised the National
Digital Sovereignty Forum, titled “Digital Ecosystem Collaboration for
Sovereign National Innovation,” at the Telkom Landmark Tower, Jakarta,
on Wednesday (3/6). The forum brought together regulators, strategic
State-Owned Enterprises (SOEs), enterprise customers, and global
technology partners to strengthen collaboration in building a secure,
resilient, and sovereign foundation for cloud, artificial intelligence
(AI), and cybersecurity.

The National Digital Sovereignty Forum serves as a follow-up to the
“Rise of Indonesia’s Technological Sovereignty” declaration held on 20
May 2026. While the previous declaration emphasised a shared vision
regarding the importance of national technological sovereignty, this
forum acts as a concrete step to translate that vision into a measurable
blueprint and implementation roadmap through three main pillars:
Sovereign Cloud, Sovereign AI, and Sovereign Cybersecurity.

The presence of the Ministry of Communication and Digital underscores
the importance of synergy between regulators and industry players in
building a national digital foundation capable of supporting digital
economic growth while safeguarding Indonesia’s strategic interests in
the era of digital transformation. The forum also provides a
collaborative space across ecosystems to align the development of cloud,
AI, and cybersecurity with national requirements.

Sonny Hendra Sudaryana, Director of Digital Ecosystem Development at
the Ministry of Communication and Digital, emphasised the importance of
synergy between regulators, industry, and technology providers to ensure
that national digital transformation is secure, inclusive, and
sustainable.

“Strengthening sovereign cloud, AI, and cybersecurity is a vital step
in protecting national data security, increasing trust in Indonesia’s
digital ecosystem, and ensuring that national digital transformation can
proceed securely, inclusively, and sustainably,” stated Sonny, as quoted
on Friday (5/6/2026).

Telkom’s Director of Strategic Business Development and Portfolio,
Seno Soemadji, asserted that digital sovereignty has become a national
strategic necessity requiring cross-sector and cross-ecosystem
synergy.

“Digital sovereignty is no longer just a technological issue, but the
foundation of our nation’s competitiveness, resilience, and future
sustainability. Indonesia must be able to establish control over its own
data, AI, cloud, and cybersecurity so that it does not merely become a
digital market, but also becomes the architect of its own digital
future,” said Senerm.

Seno added that through the TLKM 30 transformation, Telkom continues
to strengthen its role not only as a connectivity provider but also as a
service enabler to build a more resilient, secure, and independent
national digital foundation.

The forum highlighted three primary focuses serving as the foundation
for Indonesia’s digital sovereignty: Sovereign Cloud, Sovereign AI, and
Sovereign Cybersecurity. These three pillars provide a collaborative
framework to ensure Indonesia possesses the computing capacity, AI
capabilities, and digital security systems that can be developed
sustainably within the country.

As part of the forum, Telkom also strengthened its AdyaCakra
initiative, a sovereign digital stack that integrates national
capabilities with the best global technologies to support the needs of
the government, SOEs, and strategic industrial sectors. AdyaCakra
encompasses Sovereign Cloud capabilities through NeuCentrIX, NeutraDC
Hyperscale, and edge infrastructure; Sovereign AI through AI Hub and
Agentic AI BigBox; and Sovereign Cybersecurity through Telkom CSOC,
sovereign threat intelligence, and managed detection & response.

On the same occasion, eight global technology partners participated
in strategic discussions and the signing of an Intentional
Collaboration, representing a shared commitment to supporting the
development of a secure, resilient, and sovereign digital ecosystem.
This collaboration is expected to accelerate the development of national
capabilities, knowledge transfer, and technology adoption that provides
added value to Indonesia.

Through the National Digital Sovereancy Forum, Telkom is encouraging
the formation of a more concrete blueprint and collaboration roadmap
between the government, regulators, SOEs, industry players, and global
technology partners.

“This initiative is part of Telkom’s efforts to strengthen the
national cloud, AI, and cybersecurity foundations to support the
realisation of Indonesia’s digital sovereignty and the achievement of
the Indonesia Digital Vision 2030 and the TLKM 30 transformation
agenda,” he concluded.
",
