        "content": "<p>House to draft geothermal power bill<\/p>\n<p>A'an Suryana<br>\nThe Jakarta Post<br>\nJakarta<\/p>\n<p>The House of Representatives endorsed on Monday during a <br>\nplenary session a plan to draft a law on geothermal power to help <br>\nprovide legal certainty for investors in the field.<\/p>\n<p>The initiative to draft the law came from the House Commission <br>\nVIII on energy and mineral resources.  The House rarely utilizes <br>\nits initiative right to draft a law.<\/p>\n<p>All nine factions approved the initiative plan.<\/p>\n<p>The Indonesian Democratic Party of Struggle (PDI-P), the <br>\nbiggest fraction in the House, supported the bill as the bill <br>\nwould serve as a guidance for the government in formulating <br>\npolicy in the geothermal field.<\/p>\n<p>\"So far, we only presidential decree. Therefore, the law on <br>\ngeothermal power is needed as it could serve as an umbrella law <br>\nin the field of geothermal power,\" Paulus Maria Saul De Ornay <br>\nread out his fraction statement before the plenary meeting.<\/p>\n<p>Meanwhile, Golkar Party fraction endorsed the initiative on <br>\nthe ground that the Geothermal Power Law could endow legal <br>\ncertainty in the consenting field.<\/p>\n<p>\"The legal certainty is important as geothermal power is <br>\nconsidered as a high risk investment for investors,\" said <br>\nDjamaluddin Sahidu, representing his fraction, the second biggest <br>\nin the House.<\/p>\n<p>Djamaluddin added that presidential decree often changed so <br>\nthat it could not assure the certainty of law.<\/p>\n<p>Some 349 out of total 500 DPR members were present in the <br>\nplenary meeting.<\/p>\n<p>During the Monday's plenary meeting, the factions underlined <br>\nthe importance of geothermal power in Indonesia.<\/p>\n<p>Geothermal power was environmentally friendly, and it could <br>\nadd supply of electricity power amid the threat of power <br>\nshortage, legislators said.<\/p>\n<p>They also said that geothermal was of high potential to be <br>\ndeveloped in Indonesia.<\/p>\n<p>According to a government data, 40 percent of the world's <br>\ngeothermal steam resources are located in Indonesia which could <br>\npotentially produce some 20,000 Megawatt electricity power.<\/p>\n<p>Following the Monday endorsement, the House Commission VIII <br>\nwould talk with related government institutions to help in the <br>\ndrafting of the bill.<\/p>",
