According to Mercy, one of the\nkey inputs under consideration is the regulation of a special island\nregion fund as an instrument to accelerate development in archipelagic\nareas without conflicting with existing laws and regulations. \u201cWe are\nformulating the mechanism for the special island region fund so that it\ndoes not clash with existing laws, but rather strengthens them through\nharmonisation. The goal is to address development gaps in island\nregions,\u201d she said. She noted that the bill is expected to provide a\nlegal foundation for achieving equitable development, improving public\nservices, strengthening inter-island connectivity, and offering\nprotection for the outermost, frontier, and disadvantaged islands. She\nadded that island regions hold a strategic position in the development\nof the blue economy, requiring policies that consider their\ngeographical, social, and economic characteristics. Beyond fiscal\naspects, the committee also received input regarding the protection of\nthe rights of coastal communities, local communities, and indigenous\nlegal communities as part of the bill\u2019s substance.
