        "content": "<p>House offers next president 31 ministries<\/p>\n<p>Kurniawan Hari, Jakarta<\/p>\n<p>The House of Representatives (DPR) continued its internal<br>\ndeliberations on the Cabinet ministries bill on Tuesday and<br>\ndecided to propose the appointment of 31 ministers to assist the<br>\nnext president carry out his\/her state duties.<\/p>\n<p>Of the 31 ministries, 21 will have supporting offices in the<br>\nregions (what are referred to as portfolio ministries), while 10<br>\nwill only have offices in Jakarta (what are known as non-<br>\nportfolio ministries).<\/p>\n<p>Currently, the government consists of only 30 ministries,<br>\nincluding three coordinating ministries. Some of the existing<br>\nministries are to be maintained, while some others will be<br>\nabolished.<\/p>\n<p>&quot;We are not including the coordinating ministries in the<br>\nlineup. It is the prerogative of the president whether to form<br>\ncoordinating ministries or not,&quot; said legislator Effendy Choirie<br>\nof the National Awakening Party (PKB) after an internal meeting<br>\nhere on Tuesday.<\/p>\n<p>The deliberation of the bill is mandated by the 1945<br>\nConstitution as amended.<\/p>\n<p>Article 17 (4) of the Constitution stipulates that the<br>\nestablishment, alteration or dissolution of a Cabinet ministry<br>\nshall be provided for by law.<\/p>\n<p>This allows the House to intervene in the establishment of<br>\nCabinet ministries, despite the country&apos;s presidential system.<\/p>\n<p>Another legislator, Permadi, from the Indonesian Democratic<br>\nParty of Struggle (PDIP), said that the results of the House<br>\ncommittee&apos;s internal meeting would be discussed with the<br>\ngovernment.<\/p>\n<p>&quot;It is not a final product. The government can make changes to<br>\nthe bill,&quot; he told The Jakarta Post.<\/p>\n<p>After finishing its internal deliberations, he said, the House<br>\nwould send the bill to the President so that she could assign a<br>\nminister to represent the government during the deliberations.<\/p>\n<p>Permadi added that the House would also invite the public to<br>\nexpress opinions and provide advice on the bill.<\/p>\n<p>On Monday, legislature monitoring group Formappi urged the<br>\nHouse to involve the public in the discussions.<\/p>\n<p>Formappi secretary-general Sebastian Salang criticized the<br>\nHouse for failing to explain the substantive reasons behind the<br>\nestablishment of what the lawmakers called &quot;historic&quot; ministries.<\/p>\n<p>The move could affect the performance of the Cabinet, he said.<\/p>\n<p>Meanwhile, Choirie further said that the committee had agreed<br>\nto convert the existing Office of the State Minister for the<br>\nAcceleration of Development in Eastern Indonesia into the Office<br>\nof the State Minister for the Acceleration of the Development of<br>\nRural and Underdeveloped Regions.<\/p>\n<p>It is hoped that the new ministry will boost development not<br>\nonly in eastern Indonesia, but also in other underdeveloped areas<br>\nthroughout the country.<\/p>\n<p>The legislators also discussed the possibility of creating an<br>\nOffice of the State Minister for Finance and Development<br>\nSupervision.<\/p>\n<p>According to Choirie, the decision to elevate the supervisory<br>\nbody to the ministerial level was aimed at making supervisory<br>\nactivities more effective.<\/p>\n<p>Portfolio ministries proposed by the House committee<\/p>\n<p>1.
