A member of Indonesia's House of Representatives Commission I has clarified that the Cyber Security and Resilience Bill (RUU KKS) is not intended as a mechanism for government control over cyberspace but rather to safeguard civil rights and democracy by focusing on upstream system defences against cyber threats. The bill addresses the growing risks of cyber attacks, exacerbated by artificial intelligence, ensuring secure digital infrastructure that enables public engagement without restricting freedoms of expression. Its passage is deemed essential to protect national systems from both domestic and international threats.

Jakarta, VIVA – Member of the House of Representatives Commission I,
Junico BP Siahaan, has assured that the Cyber Security and Resilience
Bill (RUU KKS) is not a tool for government control to restrict public
rights in cyberspace. Oversight, protection of civil rights, and
democracy are among the crucial points that the House of Representatives
will discuss regarding the RUU KKS.

Nico emphasised that the existence of the KKS Law actually
demonstrates the government’s serious commitment to protecting public
interests from various potential cyber attacks. This affirmation was
made by Nico as a clarification in response to emerging concerns that
the RUU KKS would serve as a government control tool in cyberspace.

“Yesterday there was already oversight of the digital space,
yesterday the ministry, Komdigi came, and then forced a website to take
down its content. Perhaps because of that, many people think this law
will violate people’s rights to express opinions. In fact, this is at
the upstream level,” said Nico to reporters after a discussion themed
‘The Urgency of Legal Umbrella for Cyber Security’ at the UI
Postgraduate Building in Salemba, Central Jakarta, on Monday, 11 May
2026.

This PDIP politician explained that content and platforms are
downstream in cyberspace. Meanwhile, the KKS Law is the system, which in
this case is upstream in Indonesia’s cyberspace.

“So downstream is content, platforms, and so on. But upstream here is
the system (RUU KKS). Without this system, without security, they (the
public) also can’t create content. So we are doing defence. This law
will focus on defending network systems from external attacks. It is not
about prohibiting civil rights to express opinions,” he stated.

“If KKS is actually to provide security, so that we all can carry out
digital activities in Indonesia. Imagine, not just digital, everything
related to the public that can now be enjoyed, all of that can become
conveniences,” Nico continued.

Further, Nico stated that the RUU KKS is very important to be enacted
into law, especially as cyber attacks in Indonesia are increasing. The
presence of artificial intelligence (AI) adds to the potential
vulnerabilities in the digital space.

“Cyber resilience is about how systems in Indonesia face attacks both
from within and from abroad. This will only increase with the advent of
AI technology. Nobody is safe, everyone can face these attacks. And the
acceleration is extraordinary,” Nico asserted.
",
