        "content": "<p>House names three constitutional court judges<\/p>\n<p>Kurniawan Hari, Muninggar Sri Saraswati, The Jakarta Post,<br>\nJakarta<\/p>\n<p>The selection process of Constitutional Court judges came closer<br>\nto completion after the House of Representatives announced its<br>\nthree preferences.<\/p>\n<p>The three were constitutional law expert Jimly Asshiddiqie,<br>\nformer House legislator Achmad Rustandi and People&apos;s Consultative<br>\nAssembly legislator I Dewa Gede Palguna. They beat the other 10<br>\ncandidates who underwent fit and proper tests on Wednesday and<br>\nThursday.<\/p>\n<p>A plenary House session will be held on Friday to endorse the<br>\nthree nominees.<\/p>\n<p>The Supreme Court had earlier appointed Laica Marzuki,<br>\nSudarsono, and Muarar Siahaan judges for the new court and the<br>\ngovernment was expected to announce its three nominees on Friday.<\/p>\n<p>Based on the amended Constitution, the new court will consist<br>\nof nine judges with the House, the President, and the Supreme<br>\nCourt appointing three each.<\/p>\n<p>The Constitution sets an Aug. 17, 2003 deadline for the<br>\nestablishment of the Constitutional Court.<\/p>\n<p>Minister of Justice and Human Rights Yusril Ihza Mahendra<br>\ndisclosed on Thursday the government had received 18 names<br>\nnominated as constitutional court judges.<\/p>\n<p>The 18 names included right activists Todung Mulya Lubis,<br>\nBenny K. Harman, legislators Harun Kamil, JE Sahetapy, and<br>\nlecturers I Dewa Gede Atmadja and Jimly Asshiddiqie.<\/p>\n<p>Harun Kamil and Gede Atmadja had joined in the selection<br>\nprocess in the House and were ranked fifth and tenth<br>\nrespectively.<\/p>\n<p>Yusril said his team would present six names to the President<br>\nwho will later pick three out of the six on Friday.<\/p>\n<p>According to him, the President will install the nine judges<br>\non Saturday, which will mark the establishment of the court.<\/p>\n<p>Speaking to the press after finishing the selection on<br>\nThursday, House Commission II chairman Agustin Teras Narang said<br>\nthat the commission had selected Jimly Asshiddiqie, Achmad<br>\nRustandi, and Palguna as the judges.<\/p>\n<p>As with the selection process used by the National Commission<br>\non Human Rights (Komnas HAM), the House&apos;s law commission used a<br>\nscoring system for the selection.<\/p>\n<p>Under the scoring system, each legislator is allowed to list<br>\nthree candidates as their preference.<\/p>\n<p>Of the 49 legislators who voted on Friday Jimly got 37 votes,<br>\nRustandi 26, and Palguna 22.<\/p>\n<p>Jimly was nominated by the Golkar faction while Rustandi and<br>\nPalguna were nominated by the United Development Party (PPP)<br>\nfaction and the Indonesian Democratic Party of Struggle (PDI<br>\nPerjuangan) respectively.<\/p>\n<p>Zein Badjeber who chaired a team deliberating the<br>\nconstitutional court bill hailed the result of the selection.<\/p>\n<p>&quot;All candidates are good, we have selected excellent ones,&quot;<br>\nZein said.<\/p>\n<p>Asked whether Achmad Rustandi -- a former legislator from<br>\nmilitary\/police faction -- had experience in constitutional<br>\nmatters, Zein said the requirement was not mandatory.<\/p>\n<p>He said that the judges selected by Supreme Court Chief<br>\nJustice Bagir Manan also had no experience in constitutional<br>\nmatters.<\/p>\n<p>The House was scheduled to examine 14 candidates, but two of<br>\nthem, Djuhad Mahja and Haryono nominated respectively by PPP and<br>\nPDI Perjuangan, withdrew.<\/p>\n<p>Candidates vote ranking<br>\n----------------------------------------<br>\nNo.     Name                    No. of votes<br>\n----------------------------------------<br>\n1.
