Speaking during a meeting in\nJakarta on Thursday, Khozin suggested the idea to prevent deputies from\nmerely being used as vote-getters during elections. \u201cThe solution is to\namend the Pilkada Law. We should just elect the regional head without a\ndeputy. The deputy can be appointed by the elected regional head,\u201d he\nstated.<\/p>\n<p>Khozin argued that the current system often leads to disharmony\nbetween the regional head and their deputy, a problem he claims is\nsystemic rather than personal. He noted that the issue was raised during\na previous hearing with the Association of Deputy Regional Heads. \u201cThis\nproblem is by system, not by person, because almost 60 percent of the\ndata we have shows disharmony between regional heads and their\ndeputies,\u201d he explained.<\/p>\n<p>Furthermore, he highlighted that under current regulations, the\ndeputy regional head\u2019s role is limited to executing delegated tasks.\nWithout such delegation, the deputy has no meaningful function. \u201cThe\ndeputy regional head is only delegated.
