The Legislation Body (Baleg) of the Indonesian House of\nRepresentatives (DPR) has approved the harmonisation of the Bill on the\nFourth Amendment to Law Number 41 of 1999 concerning Forestry. All\nfactions within Baleg agreed to the bill.<\/p>\n
The decision-making meeting on the harmonisation results of the\nForestry Bill was held at the DPR building in Senayan, Jakarta, on\nMonday (18\/2\/2026). Baleg Chairman Bob Hasan stated that all factions in\nBaleg approved the harmonisation results to be processed to the next\nstage.<\/p>\n
\u201cBased on the mini-faction views from the eight factions, overall\napproval was given. That the conception or harmonisation, rounding, and\nconsolidation of the conception of the bill on the fourth amendment to\nLaw Number 41 of 1999 concerning Forestry is to be subsequently\nsubmitted to the bill\u2019s proponents for processing in accordance with the\nprovisions of the DPR RI\u2019s rules of procedure and the DPR RI\u2019s\nregulations on the formation of legislation, to be processed as\nappropriate, as prevailing legislation. Can this be approved?\u201d said Bob\nHasan.<\/p>\n
\u201cAgreed,\u201d answered the meeting participants.<\/p>\n
Chairman of the Harmonisation Working Committee (Panja) for the\nForestry Bill, Sturman Panjaitan, said the working committee had\ncompleted the technical and substantive discussion of the bill. He\nstated that his party had also requested input from the Ministry of\nForestry and the Ministry of Agrarian Affairs and Spatial\nPlanning\/National Land Agency (ATR\/BPN) on 9 and 15 June 2026.<\/p>\n
\u201cThe harmonisation, rounding, and consolidation of the conception\nhave been discussed intensively and in depth in the working committee\nmeeting of the Legislation Body together with the proponents,\u201d said\nSturman.<\/p>\n
Sturman noted several refinements. These included 13 technical\ncorrections adjusted to Law Number 12 of 2011 concerning the Formation\nof Legislation, the refinement of provisions regarding state control of\nforests in accordance with Constitutional Court Decision Number\n35\/PUU-X\/2012, and the addition of an obligation to involve community\nparticipation in the designation of forest areas.<\/p>\n
\u201cReturning the formulation of Article 24 and Article 41 to the\ncurrently applicable law regarding the utilisation of forest areas that\nare partially excluded, namely in nature reserves and core zones of\nnational parks, including the reforestation obligation which is\nexcluded, namely nature reserves and core zones of national parks,\u201d he\nsaid.<\/p>\n
He stated that other changes included adding formulations regarding\nthe existence of indigenous communities and the control and ownership of\nexisting land. Furthermore, it mandates the obligation to involve\naffected communities in all stages of forest area designation.<\/p>\n
There are also provisions regarding the delegation of the completion\nof implementing regulations. Additionally, provisions for monitoring and\nreview were added to the closing provisions.<\/p>\n
