House Committee approves Da'i nomination as police chief<\/p>\n

All factions in the House of Representatives (DPR) endorsed on
\nMonday the nomination of Commr. General Da'i Bachtiar as the new
\nNational Police chief to replace General Surojo Bimantoro who is
\nexpected to retire by the end of the month.<\/p>\n
The endorsement came after Da'i presented his vision before
\nmembers of a Joint Committee representing House Commissions I and
\nII, which are in charge of police and security affairs.<\/p>\n
\"The meeting endorsed President Megawati's proposal to appoint
\nPak Da'i Bachtiar as the new National Police chief,\" joint
\ncommittee chairman Teras Narang told the press after the meeting.<\/p>\n
Under existing laws, the chief of National Police is appointed
\nby the president with the approval of the House.<\/p>\n
Teras said the committee would formulate its official report
\nto be delivered to the House's Consultative Body (Bamus) on Nov.
\n28.<\/p>\n
\"The House will announce its official approval after receiving
\nthe report from the Bamus in its plenary meeting this Thursday,\"
\nTeras said.<\/p>\n
Committee deputy chairman Ibrahim Ambon said all its factions
\nhad approved Da'i's nomination, including the National Awakening
\nParty (PKB) faction.<\/p>\n
Earlier, the PKB expressed strong objections to Da'i's
\nnomination for alleged human rights violations when he served as
\nthe East Java province police chief.<\/p>\n
During the meeting with members of the Joint Committee, Da'i
\nwas asked to deliver his vision about the National Police and his
\nideas to boost its performance.<\/p>\n
After presenting his vision and mission, committee members
\nwere given the chance to raise questions related to Da'i's past.<\/p>\n
Questions raised in the meeting included: Da'i's alleged
\nbribery case involving Rp 140 billion when he was questioning
\nbankers accused of misusing Bank Indonesia Liquidity Assistance
\n(BLCI) funds; the July 27, 1997 attack on the headquarters of the
\nIndonesian Democratic Party (PDI) which was occupied by Megawati
\nSoekarnoputri's supporters; alleged human rights abuses in
\nBondowoso and reports of his sons involvement with narcotics.<\/p>\n
\"We have delivered our accountability regarding the cases.
\nAbout the July 27 attack, I was not in Jakarta at the time, I was
\nposted as the head of detectives in East Nusa Tenggara Police,\"
\nDa'i told a hastily conducted press conference after the meeting.<\/p>\n
\"About my son, I have asked his superior in Bandung. He said
\nthat there was no indication that my son is involved with
\nnarcotics,\" said Da'i, who now heads the Police's anti-narcotics
\nagency.<\/p>\n
Da'i's son Ade Pipit, who is a deputy police chief in East
\nBandung police subprecinct, was reportedly involved in a
\nnarcotics case.<\/p>\n
About the Bondowoso melee which claimed five lives of former
\npresident Abdurrahman Wahid's supporters in July last year, Da'i
\nsaid that he had dismissed the Bondowoso police chief and
\nconducted investigations of police involved in the case.<\/p>\n
The closed-door assessment process was criticized by Sutradara
\nGintings, legislator of the Indonesia Nationhood and Unity (KKI)
\nfaction. He said that such a process must not repeated again in
\nthe future.<\/p>\n
\"In other countries, the confirmation hearing is always
\nconducted in open,\" he said, referring to Da'i's assessment
\nprocess.<\/p>",
