        "content": "<p>Chairman of Commission XIII of the Indonesian House of\nRepresentatives (DPR), Willy Aditya, has rejected a plan to construct\nnew offices proposed by Minister of Human Rights (HAM), Natalius Pigai.\nWilly emphasised that amidst the current state financial crisis,\nprocuring new office infrastructure is not urgent and would only add to\nthe national budget burden.<\/p>\n<p>Willy reminded Natalius Pigai to steer the new ministry with a\nprogressive paradigm, in line with the budget efficiency spirit\nchampioned by President Prabowo Subianto. According to him, the existing\noffice facilities are more than adequate to accommodate the Ministry of\nHuman Rights\u2019 operations.<\/p>\n<p>\u201cThere is no need to build an office. No need. The office is already\nthere. This is another burden on the state. The state is in crisis.\nThink about the maintenance later. Let\u2019s think progressively. The\nPresident is already progressive, should we be conservative? Don\u2019t\nprioritise internal services first. Show that when human rights are\nmanaged by activists, it is truly right,\u201d Willy stated in Jakarta on\nFriday (12\/6\/2026).<\/p>\n<p>The NasDem Party politician likened the ministry\u2019s policy direction\nto the lyrics of a national song, demanding that the institution led by\nPigai prioritise substantive human rights protection over polishing\nphysical facilities. \u201cBuild its soul first, then its body. So we share\nthe same spirit,\u201d he asserted.<\/p>\n<p>As a consequence of the incomplete details of the proposed work\nprogramme, Commission XIII decided to postpone the approval of the\nbudget discussion proposed by the Ministry of Human Rights. Willy\nassessed that the draft budget structure presented by Natalius Pigai was\nstill too vague and lacked clear success indicators. The DPR requested\nthe ministry to immediately conduct a total refocusing and restructuring\nof the budget.<\/p>\n<p>\u201cIf this is not detailed, it cannot proceed. The variables are not\nmeasurable. It is true that human rights are intangible, but the\ninstruments must be tangible, the programmes must be tangible,\u201d Willy\nsaid.<\/p>\n<p>In addition to the budget postponement, the parliament mandated the\nMinistry of Human Rights to draft a written institutional development\ntrajectory scheme for the next five years.
