House of Representatives Commission XI and the Association of State-Owned Banks (Himbara) are working to synchronise their understanding of the national banking industry's requirements, particularly regarding liquidity. The commission plans to meet with the Financial System Stability Committee (KSSK) to discuss liquidity policies and undisbursed loans. This follows the Ministry of Finance's decision to re-place Rp281 trillion in state funds with Himbara banks and prepare an additional Rp100 trillion standby facility to support credit distribution and economic growth.

The Commission XI of the House of Representatives (DPR RI), in
collaboration with the State-Owned Banks Association (Himbara), is
striving to align perspectives regarding the needs of the national
banking industry.

Chairman of Commission XI, Mukhamad Misbakhun, stated that following
their meeting with Himbara, the commission will hold further discussions
with the Financial System Stability Committee (KSSK) to address banking
liquidity. He emphasised the need to synchronise the requirements of
Himbara banks with Bank Indonesia’s liquidity policies and address
issues regarding undisbursed loans.

Commission XI held a closed-door hearing with the presidents of
Himbara banks to discuss the utilisation of Excess Budget Balances (SAL)
and bank credit distribution. Misbakhlar revealed that the meeting
focused on understanding Himbara’s specific needs regarding the SAL
funds that have been re-deposited by the Ministry of Finance.

“We want to hear the needs of Himbara banks regarding the SAL, and
specifically identify the issues regarding credit distribution related
to those funds,” Misbakhun said. He added that credit distribution by
the banking sector would have a positive impact on national economic
growth, noting that the injection of SAL funds is a significant driver
for the economy.

Regarding the closed-door nature of the meeting, Misbakhun explained
that the decision was made to prevent debate over information that still
requires synchronisation with other parties or information that is not
yet permanent.

On 29 June 2026, the Ministry of Finance decided to re-deposit state
treasury funds amounting to Rp281 trillion into Himbara member banks
until the end of December 2026. Additionally, the Ministry of Finance
has prepared an additional standby fund of Rp100 trillion to be used
should the banking sector require further liquidity.

“The government’s SAL funds in the banking sector will be returned;
the previous Rp281 trillion will be re-deposited and extended until the
end of December 2026. Alongside this, there is an additional Rp100
trillion as a standby fund in case it is needed,” said Deputy Finance
Minister Juda Agung.

Juda detailed that the government had previously withdrawn Rp110
trillion from the SAL in June 2026 from the initial placement of Rp281
trillion. This amount has now been returned to the banks, bringing the
total placed funds back to Rp281 trillion, which will be maintained
until the end of the year.

Furthermore, an additional standby fund of Rp100 trillion is
currently held at Bank Indonesia (BI). Consequently, the total funds
available for placement in the banking sector could reach Rp381
trillion. Juda expressed hope that this additional liquidity from the
state treasury would help maintain credit growth at a double-digit
level.
",
