House approves law on international relations<\/p>\n
JAKARTA (JP): The four factions of the House of
\nRepresentatives (DPR) approved on Tuesday a bill on international
\nrelations and called on the government to follow up with
\nimplementation regulations, Antara said.<\/p>\n
Spokesman Y.B. Wiyanjono of the Indonesian Democratic Party
\n(PDI) faction told a plenary session the new law was expected to
\nenable the government to provide better legal protection and
\nsecurity to Indonesian citizens living or working abroad.<\/p>\n
Meanwhile, the government representative, ad interim foreign
\nminister Feisal Tanjung, said the law would link all parties
\nincluding the government and non-governmental organizations in
\nsuch a way so that uniform a stance on foreign policy could be
\nestablished.<\/p>\n
Feisal also rejected a proposal by PDI and United Development
\nParty (PPP) factions that the appointment of Indonesian
\nambassadors and counselors should be approved by the House.<\/p>\n
According to the Feisal, basically the government will take
\ninto account House proposals regarding those positions as not
\nonly representing the president, but also the country.<\/p>\n
"However, the 1945 Constitution stresses that ambassadorial
\nand counselor appointments are the prerogative of the president,"
\nFeisal said before the plenary session chaired by the head of the
\nmilitary faction, Lt. Gen. Hari Sabarno.<\/p>\n
Regarding the sending of peacekeeping forces\/missions from
\nIndonesia, a declaration of war or peace and participation in
\ninternational agreements, the government has agreed to consult
\nthe House first.<\/p>\n
Feisal on Tuesday took Ali Alatas' place as the latter was in
\nSingapore for the ASEAN Foreign Ministers meeting on 23 July and
\n24 July, and the ASEAN Regional Forum (ARF) on July 26 and July
\n27.<\/p>",
