In the context of the government's effort to deal with
\nhoodlums or preman, which has drawn attention and opinions from
\nvarious parties, the Foundation of the Indonesian Legal Aid
\nInstitution (YLBHI) also would like to give its opinion.<\/p>\n
YLBHI extends its support on every effort made, either by the
\nsociety or the government, to eradicate hoodlums who have caused
\ndisturbances.<\/p>\n
The term preman depicts a sociological phenomenon. For
\njuridical purposes, this term must be clearly defined so as to
\navoid arbitrary action.<\/p>\n
Combating hoodlumism in Indonesia must be done
\ncomprehensively, taking into account the social, economic,
\npolitical and cultural context. Repressive, partial and
\nincidental measures will never lead to a thorough solution to the
\ncore of the problem.<\/p>\n
In real life, many parties use the service of preman for their
\nown interest. This hinders the effort of fighting the problem.<\/p>\n
Action against hoodlumism must be taken immediately, because
\nthis problem is beginning to be an organized force, which, if
\nleft to grow stronger, will be very difficult to address. We must
\nlearn from the experiences of other countries in dealing with
\nsimilar organized crimes like the United States, Japan and Italy.<\/p>\n
Those who have been arrested as preman must be treated or
\nremain suspects and still have the right of protection by the
\nlaw.<\/p>\n
