        "content": "<p>Jakarta - The Ministry of Home Affairs (Kemendagri) is targeting the\ncompletion of the Regional Governance Grand Design (Desartada) before\nthe end of 2026, to serve as a basis for evaluating regional autonomy\nand as a reference for regional structuring and discussions on\nterritorial expansion in Indonesia. Vice Minister of Home Affairs Bima\nArya Sugiarto stated that the document is being prepared in response to\nvarious challenges encountered over more than two decades of\nimplementing regional autonomy. \u201cThis grand design is essential as the\nbasis for the regional autonomy format, as well as our response to the\nissue of territorial expansion. This is also the result of a meeting\nwith Commission II of the DPR RI,\u201d said Bima Arya during an online\ndiscussion for the launch of the book \u2018Decentralization, Democracy, and\nLocal Politics in Indonesia\u2019 on Tuesday. According to him, a\ncomprehensive evaluation is necessary to measure the extent to which\nregions are capable of being fiscally independent and contributing to\nnational economic growth. Therefore, the preparation of Desartada\nfocuses not only on aspects of regional authority, but also on\ngovernance, supervision, and the quality of regional leadership. Bima\nexplained that 2026 data from the Ministry shows there remains a fiscal\ncapacity gap between regions. Several provinces such as DKI Jakarta,\nBanten, and East Kalimantan have relatively strong fiscal capacity,\nwhile a number of other regions still depend on transfers from the\ncentral government. \u201cWe must look at a broader perspective. It is very\ncomplex. The improvement of regional autonomy covers many things,\nincluding regulatory factors, the regional head election system, and\ncultural factors,\u201d he said. In addition to the fiscal aspect, the\nMinistry is also highlighting the development achievements of newly\ncreated regions resulting from expansion, noting that the results have\nbeen mixed. According to Bima, this condition does not necessarily\nindicate a failure of expansion, but rather the need to strengthen\nregional capacity to produce more optimal development performance. Bima\nadded that the Desartada will also consider the integrity aspect of\nregional governance, given the high number of corruption cases involving\nregional heads and DPRD members over the past two decades. \u201cThe Regional\nGovernance Grand Design being prepared must touch not only on authority\nand fiscal matters, but also on the recruitment system, supervision, and\noverall bureaucratic governance,\u201d he said.
