Jakarta, CNBC Indonesia \u2013 The Ministry of Home Affairs is\ncollaborating with the Corruption Eradication Commission (KPK) to\nprevent acts of corruption across the regions. This step is specifically\naimed at preventing corrupt practices in local governments.<\/p>\n
Minister of Home Affairs Tito Karnavian explained that there are a\nnumber of points vulnerable to corruption. These include earmarked\nprogrammes, misaligned budget proposals, and projects created without\ngenuine need. In addition, the procurement of goods and services, as\nwell as unjustified budget reallocations, are also corruption-prone\nareas.<\/p>\n
Further vulnerabilities include rigged winner selection, package\nsplitting, and irregular self-estimated prices (HPS). Other weak points\ninclude fictitious work, volume reductions, and improper addenda.<\/p>\n
In the payment area, vulnerable points include payments made before\nwork is completed and invalid supporting evidence. In the area of civil\nservant (ASN) management, there are the buying and selling of positions\nand transfers based on personal proximity. Regarding permits,\nvulnerabilities include speed bribes, unofficial levies, and\ninterference in spatial planning. There are also tax and levy leakages\nand database manipulation.<\/p>\n
In the area of Regional Owned Assets (BMD), regional owned\nenterprises (BUMD\/BLUD), and grants, vulnerabilities include asset\ntakeover by other parties, utilisation without contributions, affiliated\ntransactions, interference by administrators in procurement, invalid\nrecipients, political interests, and fictitious accountability. To\nprevent these potential vulnerabilities, eight areas have been\nidentified as the focus of corruption prevention efforts.<\/p>\n
\u201cStarting with planning and budgeting, procurement of goods and\nservices, public services, permits, oversight by the Government Internal\nSupervisory Apparatus (APIP), then also governance, ASN management, the\nissue of positions, management of regional owned assets, tax and levy\nissues, and gratuities,\u201d Tito said at a press conference with the\nleadership of the KPK on Friday (24\/7\/2026).<\/p>\n
In addition, there are several areas of particular concern: the\nmanagement of regional owned assets, regional owned enterprises,\nregional public service agencies, social assistance grants, Pokir\n(regional legislative budget proposals), regional parliament (DPRD), and\nvillage funds.<\/p>\n
The Ministry of Home Affairs will collaborate with the KPK to provide\neducation to regional heads and their deputies, DPRD chairpersons, DPRD\nmembers, regional secretaries, and regional apparatus. The education\nwill be delivered across ten regional clusters.<\/p>\n
\u201cIt will be followed by two or three provinces, and will be held at\nthe governor\u2019s office, at the provincial service offices, with the host\nprovince designated as the organiser,\u201d said Tito.<\/p>\n
According to Tito, the programme is planned to take place next week\nor from August onwards. The first regions to host it will be East Java\nand Bali.<\/p>\n
\u201cThe activities will focus on the corruption-prone areas mentioned\nearlier.
