The Indonesian Ministry of Home Affairs has clarified that the electronic Identity Card (e-KTP) continues to serve as the official identification for public services and administrative needs, including hotel check-ins, in line with relevant laws. While photocopies of e-KTP are permitted when responsibly required, the ministry encourages electronic verification methods such as card readers, web services, and facial recognition to enhance data security and compliance with the Personal Data Protection Law. This guidance addresses public concerns about handing over physical e-KTPs, suggesting alternatives like other ID cards where feasible to protect personal information.

JAKARTA, KOMPAS.com - The Ministry of Home Affairs (Kemendagri) has
clarified its stance on not recommending the submission of electronic
Identity Cards (e-KTP) during hotel check-ins.

Director General of Population and Civil Registration (Dirjen
Dukcapil) at Kemendagri, Teguh Setyabudi, stated that the e-KTP remains
the official identity used in public services and other administrative
needs.

“Such as hotel check-ins and various other purposes in accordance
with statutory regulations,” Teguh said in his statement on Monday
(11/5/2026).

Teguh explained that photocopies of e-KTP are fundamentally still
permitted as long as they are needed for services and handled
responsibly.

He added that population data management must refer to Law Number 24
of 2013 on Population Administration and Law Number 27 of 2022 on
Personal Data Protection.

“So that the use of population data and documents can proceed more
securely, orderly, and protected,” he said.

Currently, the Directorate General of Dukcapil has collaborated with
around 7,500 institutions using population data, both government
agencies and legal entities.

Identity verification is conducted through various methods, from card
readers, web services, facial recognition, to Digital Population
Identity (IKD).

Therefore, Dukcapil encourages the use of electronic identity
verification systems to make population data usage safer.

Previously reported, Kemendagri emphasised that the public does not
always have to submit e-KTP when checking in at hotels or handling
administration at hospitals.

Director General of the Population and Civil Registration Service
(Dukcapil), Teguh Setyabudi, suggested that the public use other forms
of identification.

“On several occasions, for example at a hotel, say checking in at a
hotel, or at a hospital, I do not always submit my e-KTP; even more
often I submit other identity cards and they accept them,” Teguh told
Kompas.com on Thursday (7/5/2026).

“Because they need a photo, name, and so on. It can be done like
that,” he added.
",
