The initiative involves collaborations with the Ministry of Housing and Settlement Areas, banks, the Finance Ministry, and the Financial Services Authority to reduce house prices, offer financing support, and exempt low-income buyers from land acquisition duties and building permit fees. Local governments are urged to enact regulations and establish one-stop public service malls to streamline permitting processes and ensure the programme's effective implementation.

Home Affairs Minister Muhammad Tito Karnavian has stressed that the
Three Million Houses programme represents President Prabowo Subianto’s
concern for the little people. Through this programme, underprivileged
communities are expected to have the opportunity to obtain decent
housing. “To accelerate readiness for owning a house or a decent home,
the Ministry of Housing and Settlement Areas (PKP) has made various
breakthroughs, including making house prices cheaper,” Tito said in a
press release received by Kompas.com on Wednesday (6/5/2026). Tito made
this statement at the Collaboration for Housing Financing and Community
Empowerment event held by the Ministry of PKP at the Ahmad Yani Raider
600 Building, Manggar Baru Ward, Balikpapan City, East Kalimantan, on
Tuesday (5/5/2026). To speed up decent home ownership for low-income
communities (MBR), Tito said the Ministry of PKP is partnering with the
banking sector to support people’s housing financing. In addition, the
Ministry of PKP is coordinating with the Ministry of Finance (Kemenkeu)
and the Financial Services Authority (OJK) to strengthen support for the
programme. The Ministry of PKP is also collaborating with the Home
Affairs Ministry and the Ministry of Public Works (PU) in implementing
exemptions from Acquisition Duty on Land and Building Rights (BPHTB) for
MBR as well as exemptions from Building Permit Approval (PBG) fees. He
added that the Three Million Houses programme requires support from
regional governments through the issuance of Regional Head Regulations
(Perkada) to ensure optimal implementation. Furthermore, Tito asked
regional governments to build Public Service Malls (MPP) to accelerate
the permitting process efficiently. “I ask all regions together with
other public services to build MPP. So, in one building, there is a
one-roof system, one roof for all permits,” he said. “The specific
meeting in East Kalimantan for several regencies that have not yet
utilised it (the existence of MPP),” Tito added. For information, the
event was also attended by PKP Minister Maruarar Sirait, East Kalimantan
Governor Rudy Mas’ud, Balikpapan Mayor Rahmad Mas’ud, and other related
parties.
",
