Minister of Home Affairs Muhammad Tito Karnavian has emphasised the\nimportance of strengthening the capacity and support for regional heads.\nThis is intended to enable them to carry out governmental duties\noptimally amidst the increasingly complex challenges of regional\ndevelopment.<\/p>\n
He conveyed this during a working meeting and hearing with Commission\nII of the Indonesian House of Representatives (DPR RI) at the Parliament\nComplex in Senayan, Jakarta, on Thursday.<\/p>\n
Tito explained that regional heads have a strategic role as the\nhighest executive leaders in their regions, with growing\nresponsibilities. In addition to administering government affairs and\npublic services, regional heads are also required to achieve various\ndevelopment indicators, such as poverty reduction, stunting alleviation,\nimproving the Human Development Index (IPM), economic growth, and\ninflation control.<\/p>\n
According to him, the extensive scope of decentralisation in\nIndonesia makes the workload of regional heads increasingly complex.\nTherefore, they need to be supported with various instruments to carry\nout their duties optimally.<\/p>\n
\u201cWe believe that our colleagues, the regional heads, must be given\ninstruments to strengthen them so they are able to carry out all these\nworkloads,\u201d he said in a written statement on Thursday.<\/p>\n
One such instrument is financial support. The Home Affairs Minister\nstated that the regulation concerning the financial position of regional\nheads, which still refers to Government Regulation (PP) Number 109 of\n2000, could be reviewed to align with current conditions. However, he\nstressed that any adjustments should ideally be based on performance\nachievements.<\/p>\n
\u201cIf adjustments are to be made to suit the current situation, that\ncould certainly be done,\u201d he said.<\/p>\n
He also encouraged regional heads to continuously innovate in\nincreasing locally generated revenue (PAD) without burdening the public.\nAccording to him, increasing PAD through service innovation will\nstrengthen the fiscal capacity of regions while supporting the\nacceleration of development.<\/p>\n
Furthermore, Tito confirmed that his ministry continues to coordinate\nwith the Ministry of Finance to assist regions experiencing difficulties\nin meeting various needs due to limited fiscal capacity. This includes\nthe need for personnel expenditure, including for Government Employees\nwith Work Agreements (PPPK).<\/p>\n
\u201cWhat is clear is that there is no option to lay off, let alone\ndismiss, PPPK,\u201d he asserted.<\/p>\n
For context, the meeting, chaired by the Chairman of Commission II of\nthe DPR RI, Muhammad Rifqinizamy Karsayuda, was attended by the Regent\nof Lahat in his capacity as Chairman of the Association of Indonesian\nRegency Governments (APKASI), Bursah Zarnubi, along with other APKASI\nofficials.
