        "content": "<p>Home Affairs Minister Muhammad Tito Karnavian has emphasised that\ncivil servants implementing the work from home (WFH) policy will be\nunder strict supervision. Tito previously issued a circular on the\nTransformation of Civil Servant Work Culture in Regional Government\nEnvironments.<\/p>\n<p>The circular, numbered 800.1.5\/3349\/SJ, regulates the policy of one\nday of WFH every Friday morning for civil servants in regional\ngovernments. In his directives, Tito stressed that the WFH rules must\nnot be misused as an opportunity to extend holidays.<\/p>\n<p>Tito has prepared a monitoring scheme utilising geolocation\ntechnology to anticipate potential misuse. A similar system was\nimplemented during the Covid-19 pandemic.<\/p>\n<p>With this system, the whereabouts of employees during working hours\ncan be tracked. \u201cTo ensure that ASN are truly carrying out work from\nhome and their mobile phones are also required to be active so that\ntheir location can be known through geolocation,\u201d Tito said, quoted from\na statement by the Indonesian Government Communication Agency, Thursday,\n2 April 2026.<\/p>\n<p>However, the WFH policy does not apply to all ASN. Employees whose\nwork is directly related to public services must work from the office.\nSectors exempted from the WFH rules include emergencies, public order,\ncleanliness, waste management, population affairs, licensing, health,\neducation, and regional revenue.<\/p>\n<p>Tito stated that at the regional government level, sub-district heads\nand village heads are also excluded from the WFH policy. According to\nTito, they must remain present and carry out their duties from the\noffice to ensure public services continue smoothly. \u201cSub-district heads\nand village heads are also exempted, meaning they continue to carry out\nwork from office,\u201d said the former Chief of the Indonesian National\nPolice.<\/p>\n<p>The government emphasised that it will continue to monitor and\nevaluate the WFH policy. The government will review the implementation\nof work from home over the next two months to assess its effectiveness,\nparticularly in supporting energy efficiency and ASN performance.<\/p>\n<p>Tito also requested that regional governments submit monthly reports\non the impacts and efficiencies resulting from the policy.<\/p>\n<p>On 31 March 2026, Tito Karnavian signed the circular containing\nseveral provisions regarding the adjustment of civil servants\u2019 official\nduties amid national efforts to save fuel oil (BBM). The circular states\nthat regional governments will carry out official duties through a\ncombination of work from office and work from home (WFH). Tito said WFH\nwill be implemented once a week starting from 1 April 2026.<\/p>",
