        "content": "<p>The Minister of Home Affairs (Mendagri), Muhammad Tito Karnavian, has\nissued a Circular (SE) on the Transformation of Work Culture for Civil\nServants (ASN) in regional government (pemda) environments. The\ncircular, numbered 800.1.5\/3349\/SJ, contains several provisions,\nincluding adjustments to official duties within the ASN pemda\nenvironment. ASN in regional governments may carry out official duties\nthrough a combination of work from office (WFO) and work from home\n(WFH). \u201cAdjustment of official duty implementation by location with a\nWFH work pattern for one working day per week, namely every Friday,\u201d\nsaid Tito while reading points from the SE, according to a written\nstatement received by Kompas.com on Wednesday (1\/4\/2026). This was\nconveyed by Tito during a press conference on WFH policies for\nASN\/TNI\/Polri and private sector workers, held online from Jakarta on\nTuesday (31\/3\/2026). In addition, the policy aims to accelerate the\ndigitalisation of regional government services by speeding up the\nadoption of the Electronic-Based Government System (SPBE) and the\ndigitalisation of bureaucratic processes. \u201cMatters related to WFO and\nWFH, the technical implementation, including efforts to promote digital\nservices,\u201d Tito explained. He added that during the Covid-19 pandemic,\nSPBE had been well implemented by regional governments. Therefore, the\nWFH policy is expected to optimise ASN performance. On the other hand,\nas per the provisions in the SE, regions are requested to create schemes\nfor WFH and WFO control and supervision mechanisms. Then, public service\nunits are directly encouraged to continue implementing WFO. Meanwhile,\nsupport units will implement WFH selectively while ensuring that ASN\ntargets and performance are achieved. On the other hand, several\ngovernment services are excluded from the WFH policy, including\ngovernment units handling disaster affairs, public order and security,\nas well as community protection (trantibumlinmas).<\/p>",
