The event serves as\na platform to recognise high-performing local governments and is part of\nthe ministry\u2019s efforts to foster fairer inter-regional competition.<\/p>\n<p>Home Affairs Minister Muhammad Tito Karnavian explained that the\nregional scheme was adopted to prevent areas with limited fiscal\ncapacity from competing directly with larger regions with stronger\nbudgets. \u201cIf judged nationally, winners would typically be large cities\nor regencies. Smaller regions could be at a disadvantage,\u201d Tito stated\nin his speech.<\/p>\n<p>Tito cited examples where regions with limited budgets would struggle\nto compete against larger regencies or cities with significantly higher\nRegional Revenue and Expenditure Budgets (APBD). Therefore, the ministry\ndivided the awards into regional categories. For the Sulawesi region,\ncompetition occurs among local governments within Sulawesi. \u201cThe\ncompetition is among Sulawesi\u2019s governors, regents, and mayors,\u201d Tito\nsaid.<\/p>\n<p>The 2026 Outstanding Local Government Awards Regional Sulawesi theme\nwas \u201cBoosting Regional Economies and Reducing Stunting\u201d. The event\nfeatures 28 award nominations across four categories. The four\ncategories are unemployment reduction, creative financing, inflation\ncontrol, and poverty alleviation and stunting reduction.<\/p>\n<p>According to Tito, these categories were selected as their\nachievements can be measured quantitatively, ensuring regional\nperformance assessments are based on data rather than claims alone. He\nnoted that assessments for unemployment reduction, poverty and stunting\ncontrol, and inflation are based on data from the Central Statistics\nAgency (BPS). \u201cWhat we compete on are quantifiable metrics. Issues like\nunemployment, poverty, and inflation cannot be faked; the data comes\nfrom BPS,\u201d Tito said.<\/p>\n<p>Meanwhile, the creative financing category is assessed based on\nregions\u2019 ability to generate and increase their regional original\nrevenue (PAD). Tito stated that this category\u2019s evaluation uses data\nfrom the Ministry of Home Affairs\u2019 Directorate General of Regional\nFinance and the Regional Government Information System (SIPD). He\nemphasised that a data-driven approach is necessary to maintain award\nobjectivity and confirmed he was unaware of which regions would receive\nawards beforehand.<\/p>",
