Home Affairs Minister Muhammad Tito Karnavian says his ministry will support President Prabowo Subianto’s three million homes programme by simplifying regulations and easing costs for low-income households. Measures include clarifying eligibility criteria, waiving the land and building acquisition duty and making building approval certificates free.

Home Affairs Minister Muhammad Tito Karnavian has reaffirmed the
Ministry of Home Affairs’ commitment to supporting the Three Million
Homes Programme, one of President Prabowo Subianto’s priority
programmes.

The support will take the form of regulatory simplification and
assistance for low-income households (MBR) in accessing decent
housing.

Tito made the remarks at a home renovation and community health
service event in Kampung Ambon, Cengkareng, West Jakarta, on Saturday
(24 October 2026).

He said housing remained a fundamental challenge in Indonesia, with
around 30 million families either without a home or living in inadequate
housing.

Tito said the separation of housing affairs from the Ministry of
Public Works and Public Housing (PUPR) into the Ministry of Housing and
Settlement Areas (PKP) was intended to give the issue more focused
attention.

“Housing is one of people’s basic needs. And all of the President’s
programmes are pro-people, especially for ordinary people,” Tito
said.

He said the Ministry of Home Affairs was ready to assist Housing
Minister Maruarar Sirait, particularly through policies within its
authority, as the government works to meet people’s housing needs.

“We will of course continue to help and fully support him, including
through regulations and redefining low-income households,” he said.

One area of support concerns the criteria for MBR status. Tito said
eligibility should be based on income, rather than solely on whether a
household falls within the bottom 40 per cent of the population.

Setting these criteria is important to ensure housing policies reach
the groups that need them.

The ministry also supports waiving the land and building acquisition
duty (BPHTB) for low-income households. The measure is intended to
reduce the cost of renovating or building a home.

“People who want to renovate or build a home have to pay five per
cent of the taxable sale value. We are bringing that down to zero for
low-income households,” he said.

Further assistance will come through waiving fees for building
approval certificates (PBG), formerly known as building permits (IMB),
for low-income households. Tito said he had issued a circular to all
regional heads on the policy.
",
