Minister of Home Affairs Muhammad Tito Karnavian has asserted that\nthe spending efficiency policy within the 2025 State Budget\nimplementation has not impeded the performance of the Ministry of Home\nAffairs. This is reflected in the ministry\u2019s budget realisation, which\nreached Rp3.76 trillion, or 99.46 per cent of the effective ceiling of\nRp3.79 trillion. \u201cAnd this achievement of 99.46 per cent is among the\nhighest across ministries and agencies,\u201d Tito stated.<\/p>\n
Tito explained that the ministry\u2019s initial budget ceiling for 2025\nwas Rp4.79 trillion. However, in line with the government\u2019s spending\nefficiency policy, the ceiling was reduced to Rp2.61 trillion.\nSubsequently, through budget relaxation from the Ministry of Finance,\nthe effective ceiling was increased to Rp3.79 trillion to support\nvarious strategic needs. He detailed that the additional budget was\nutilised to support the ministry\u2019s programmes, including strengthening\nthe information technology infrastructure of the Directorate General of\nPopulation and Civil Registration, supporting mandatory spending and\npriority activities, and enhancing the services of the Regional\nGovernment Information System of the Republic of Indonesia. The budget\nwas also used for education at the Institute of Home Affairs Governance\nand the implementation of various government priorities in the\nregions.<\/p>\n
On the revenue side, the ministry also recorded positive performance.\nBy the end of 2025, the realisation of Non-Tax State Revenue reached\nRp1.22 trillion, or 225.30 per cent of the Rp545.62 billion target. This\nachievement was primarily supported by services providing access to\npopulation and civil registration data managed by the Directorate\nGeneral of Population and Civil Registration. Tito further highlighted\nthe ministry\u2019s achievements, noting that the Supreme Audit Agency had\nawarded an unqualified opinion on the ministry\u2019s financial statements\nfor the 12th consecutive time since 2014. The ministry also recorded a\nbudget performance score of 94.69 with a \u2018very good\u2019 category, a\ngovernment agency performance accountability evaluation score of 78.99\nwith a \u2018very good\u2019 predicate, and a bureaucratic reform index of 91.01\nwith an \u2018A\u2019 category.
