        "content": "<p>Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian has\nappreciated the Unfit Housing (RTLH) house renovation programme in the\nPapua region initiated by the Ministry of Housing and Settlement Areas\n(PKP). He stated that housing problems in Papua remain quite high\nbecause many residents do not yet have homes or live in unfit housing.\n\u201cMinister PKP Maruarar Sirait has an extraordinary programme, including\nsubsidised housing, house renovations, and others. Even for house\nrenovations, at least 21,000 [houses in the Papua region] are\nallocated,\u201d Tito said in a written statement received by Kompas.com on\nWednesday (15\/4\/2026). Tito conveyed this after the Preparatory Meeting\nfor the Construction and Rehabilitation of Decent Housing in 6 Provinces\nin the Papua Region, at the Ministry of Home Affairs (Kemendagri)\nCentral Office, Jakarta, on Wednesday. He said there has never been a\nhousing programme as massive as the one currently being carried out by\nthe Ministry of PKP. However, according to Tito, the programme would be\ndifficult to implement if relying solely on Regional Revenue and\nExpenditure Budgets (APBD). This is because the Papua region has six\nprovinces and 42 regencies\/cities. \u201cIf we do it casually, 21,000 divided\nby 42 regencies\/cities is about 500. How much cost must each\nregency\/city in the area allocate from their APBD?\u201d he explained.\nNevertheless, Tito expressed gratitude because the programme is directly\nhandled by the Minister of PKP, so it can run well. \u201cWe convey high\nappreciation to Minister Maruarar for the housing programme, including\nhouse renovations, among others with a significant number in Papua,\nTanah Papua,\u201d he clarified. \u201cThere are also slum areas in three\n[locations] being improved, namely in the main Papua, in Jayapura, South\nPapua, and Sorong.
