        "content": "<p>Home Affairs Minister Tito Karnavian and Housing and Settlement Areas\nMinister Maruarar Sirait visited Teritip Ward in Balikpapan on Tuesday\n(5\/5). This working visit aimed to inspect preparations for implementing\nthe Self-Help Housing Stimulus Assistance (BSPS) programme in the\narea.<\/p>\n<p>Both engaged in direct dialogue with residents to ensure the housing\nassistance reaches the appropriate parties. Data accuracy checks were\nconducted by examining the physical condition of buildings and the\neconomic capacity of aid recipients on site.<\/p>\n<p>\u201cThere was a mutual cooperation scheme earlier, and the regional\ngovernment also got involved. That\u2019s good in my view. Regional\ngovernments with strong local revenue (PAD) can allocate funds for\nhousing programmes,\u201d Tito stated in a written remark on Tuesday\n(5\/5).<\/p>\n<p>He assessed that local government involvement is a key factor in\nbroadening the reach of housing programmes. Such support was evident\nfrom the commitment of the East Kalimantan Provincial Government and the\nBalikpapan City Government to increase aid allocations.<\/p>\n<p>According to him, many communities still lack decent housing, so\ncollaboration between central and local governments needs to be\nstrengthened. The role of regional heads is seen as influential in the\nsuccess of programmes targeting basic community needs.<\/p>\n<p>\u201cMany communities in the regions still do not have decent homes.\nTherefore, the support of regional heads is very important; this also\nserves as an indicator of leadership success,\u201d Tito emphasised.<\/p>\n<p>After the inspection, the two ministers continued their agenda by\nobserving a community tender simulation held at Balikpapan State Junior\nHigh School 13. The event was attended by residents showing high\ninterest in the programme\u2019s implementation mechanism.<\/p>\n<p>On the same occasion, the Home Affairs Minister also launched the\nBSPS programme for the entire Borneo Island virtually. The launch was\nmarked by striking a wooden gong as a symbol of the programme\u2019s broader\nimplementation.<\/p>\n<p>The presence of several regional officials further strengthened\ninter-agency coordination in supporting this programme, including East\nKalimantan Governor Rudy Mas\u2019ud and Balikpapan Mayor Rahmad Mas\u2019ud along\nwith local Forkopimda elements.<\/p>",
