        "content": "<p>Wakil Menteri Dalam Negeri (Wamendagri) Akhmad Wiyagus has emphasised\nthat Provincial Legislative Councils (DPRD) have a strategic role in\nensuring that the management of natural resources (SDA) provides maximum\nbenefits for local communities, rather than merely benefiting corporate\nshareholders. This was conveyed by Wiyagus while opening the II National\nWorking Meeting (Rakernas) of the Association of Indonesian Provincial\nDPRDs (ADPSI) at the Prime Plaza Hotel Sanur, Denpasar City, Bali.<\/p>\n<p>Wiyagus appreciated the theme of the II ADPSI Rakernas, which is\n\u2018Strengthening Central and Regional Synergy in Energy and Mineral\nResource Management to Strengthen Regional Fiscal Capacity towards a\nGolden Indonesia 2045\u2019. The theme is considered aligned with the need to\nstrengthen central and regional synergy across various fields, including\nthe management of energy and mineral resources.<\/p>\n<p>\u2018As representatives of the people, Provincial DPRDs must ensure that\nthe exploitation of natural resources in their regions truly provides\nmaximum benefits for local communities, and not just for corporate\nshareholders,\u2019 Wiyagus said in a written statement on Monday\n(29\/6\/2026).<\/p>\n<p>Wiyagus also stressed that the management of the energy and mineral\nresources sector can no longer rely solely on extractive economic\nmodels. Regions need to accelerate the transition towards new and\nrenewable energy, encourage the downstream processing of commodities,\nand strengthen energy and logistics resilience to become more\nself-reliant.<\/p>\n<p>He reminded that the management of natural resources must adhere to\nthe constitutional mandate stipulated in Article 33 of the 1945\nConstitution, which dictates that resources must be used for the\ngreatest prosperity of the people. Therefore, the management of energy\nresources in the regions must not be entirely surrendered to free market\nmechanisms or corporate interests without state control.<\/p>\n<p>Through the budgetary function, Wiyagus encouraged DPRDs to allocate\nthe Regional Revenue and Expenditure Budget (APBD) more productively for\nthe development of new and renewable energy, education, health,\ninfrastructure, food security, service digitalisation, and strengthening\nthe local economy. Meanwhile, through the oversight function, DPRDs must\nensure that transfer funds, revenue-sharing funds, Regional Own-Source\nRevenue (PAD), and other income sources are used appropriately and\nprovide tangible benefits to the community.<\/p>\n<p>\u2018DPRDs are not merely regional political institutions. DPRDs are\nelements of regional government administration that possess the\nfunctions of forming regional regulations, budgeting, and oversight,\u2019 he\nasserted. Wiyagus expressed hope that the II ADPSI Rakernas would not\njust be a ceremonial forum but would produce operational\nrecommendations. These include strengthening regional fiscal advocacy,\noptimising revenue-sharing and transfer funds to regions, enhancing DPRD\ncapacity, and strengthening regional regulations that support\nsustainable investment.<\/p>\n<p>Also in attendance at the event were the Regional Secretary of Bali\nProvince, Dewa Made Indra, the General Chairperson of ADPSI, Buky Wibawa\nKarya Guna, and other relevant officials.<\/p>",
