Malang officially stops the Free Nutritious Meal Programme!\nIn response to waves of protests and student aspirations, Malang has\ntaken a bold step to become the first region in Indonesia to stop the\nFree Nutritious Meal (MBG) programme. This unexpected move was directly\nconfirmed by the Chairperson of the Malang City DPRD, Amithya\nRatnanggani Sirraduhita.\u201d<\/p>\n<p>However, is it true that Malang is the first city in Indonesia to\nstop the MBG programme?<\/p>\n<p>Explanation: Under existing regulations, the DPRD does not have the\nauthority to unilaterally stop or cancel government programmes,\nespecially if such policies are part of National Strategic Programmes\n(PSN). Based on Law Number 23 of 2014 concerning Regional Government,\nthe authority of the DPRD is limited to three main functions:\nlegislation (formation of regional regulations), budgeting, and\noversight (controlling).<\/p>\n<p>Regarding its oversight function, the DPRD is only authorised to\nprovide recommendations for improvements or evaluations of government\nprogrammes. The DPRD can also ensure that programmes run within legal\ncorridors and reach the intended targets, but it cannot cancel or\npermanently stop a programme.<\/p>\n<p>Furthermore, Articles 67 and 68 of the Law on Regional Government\nemphasise that regional heads and local government officials are obliged\nto implement National Strategic Programmes. The Minister of Home Affairs\ncan impose administrative sanctions, ranging from written warnings to\ntemporary or permanent dismissal, if there are attempts to obstruct or\nsystemic rejection of such programmes by the local government.<\/p>\n<p>Meanwhile, the issue regarding the cessation of the MBG in the \u2018City\nof Apples\u2019 has also been refuted by the Mayor of Malang, Wahyu Hidayat.\n\u201cThere is none, that is old news.
