Deputy Speaker of the People\u2019s Consultative Assembly (MPR) and member\nof House Commission VIII, Hidayat Nur Wahid, has expressed support for\nthe recommendations of the 8th Indonesian Islamic Congress, which urged\nthe government and the House of Representatives (DPR) to formulate\nregulations on the prevention and handling of LGBTQ issues. \u201cWe\ncertainly support what the Islamic Congress recommended regarding\nprevention and sanctions against perpetrators and disseminators of LGBTQ\npropaganda. It is very appropriate that the Indonesian Ulema Council\n(MUI) and all Islamic mass organisations unanimously recommended this,\u201d\nHidayat said when contacted on Monday (26\/7).<\/p>\n
In the context of prevention, Hidayat continued, it is important that\nprevention is not only the responsibility of the state but also of every\nindividual. Hidayat quoted the Quran, Surah At-Tahrim verse 6, which\ninstructs believers to protect themselves and their families from the\nhellfire. According to Hidayat, Islamic mass organisations deeply\nunderstand this verse, enabling them to take preventive action through\npesantren, madrasah, majelis taklim, and schools. \u201cBy carrying out this\nprevention, there is an effort to save the Muslim generation from the\nhellfire of this world and the hereafter,\u201d Hidayat said.<\/p>\n
Regarding the state\u2019s role, Hidayat stated that the constitution\nmandates the state to protect the entire Indonesian nation. As a state\nof law, the recommendations and demands of the Islamic Congress\nregarding LGBT issues must be constitutionally fulfilled. Hidayat noted\nthat the DPR has already taken steps concerning actions against LGBT,\nhaving agreed to revise the Criminal Code (KUHP). A new provision now\nstipulates punishment for sexual abuse, whether same-sex or\nopposite-sex. \u201cOf course, LGBT falls under this. This is an expansion of\nthe meaning of adultery from the old KUHP. From this definition, the\nissue of LGBT has been corrected with a new provision in Article 414\nthat criminalises same-sex abuse,\u201d he said.<\/p>\n
Hidayat also stated that the KUHP revision is supported by a\nPresidential Regulation which declares LGBT a non-military threat. \u201cI\nsupport Prof Yusril\u2019s view that the state combats LGBT through the\nPresidential Regulation, thus the recommendations from the MUI and the\nIslamic Congress strengthen the agreement between the DPR and the\ngovernment regarding the KUHP,\u201d Hidayat said. He emphasised that\nIndonesia, as a Pancasila state, must be vigilant regarding LGBT issues,\nnoting that the second principle of just and civilised humanity must be\nbased on the first principle of belief in the one and only God. Hidayat\nalso suggested that the MUI engage non-Muslim leaders and organisations\nto jointly oppose LGBT propaganda.
