Indonesia's Health Minister Budi Gunadi Sadikin revealed that the government covers BPJS health insurance contributions for over 159.1 million people, representing more than 50% of the population, with the Ministry of Health funding 96 million and local governments supporting 48.9 million. This significant public funding underscores the commitment to universal healthcare access amid ongoing challenges. Despite these efforts, BPJS Kesehatan faces an annual deficit of Rp 20-30 trillion, which the government addresses with an allocation of Rp 20 trillion.

Jakarta, VIVA – Health Minister Budi Gunadi Sadikin attended a
working meeting with Commission IX of the House of Representatives (DPR
RI) on Wednesday, 15 April 2026. According to data from the Central
Statistics Agency (BPS), 159.1 million people registered as BPJS
participants have their contributions fully or partially covered by the
government.

“We see that the BPJS participants whose contributions are fully or
partially paid by the government—either central or local government—are
159.1 million,” said Minister Budi.

Thus, he continued, more than 50 percent of Indonesia’s population
registered as BPJS participants have their costs covered by the
government.

“So more than 50 percent of Indonesia’s population already has their
contributions paid by the government, both central and local,” he
said.

He detailed that the Ministry of Health has paid BPJS contributions
for 96 million people. Meanwhile, Local Governments (Pemda) cover 48.9
million BPJS participants.

“Indeed, some are paid directly through the Ministry of Health via
PBI for 96 million, but there are also those covered by Pemda for 48.9
million, and some that are subsidised by both central and local
governments, around 13.6 million at that time,” said Budi.

“So what I emphasise is that from our population, more than 50
percent already have their premiums paid by the government,” he
added.

The Minister explained that BPJS Kesehatan is currently facing a
deficit of Rp 20-30 trillion. This deficit is handled by the government
through a budget of Rp 20 trillion. However, the Minister reminded that
the deficit will occur every year.
",
