Have a problem? Write to the governor<\/p>\n
JAKARTA (JP): Jakartans are invited to write letters of
\ncomplaint directly to Governor Surjadi Soedirdja if they can
\nprove that city officials are making things difficult for them or
\nimposing illegal levies for services rendered.<\/p>\n
"I will not open any post boxes. They can send the
\ncorrespondence directly to me," Surjadi told reporters yesterday
\nat City Hall after delivering his speech at the City Council on a
\nbill on the excess budget for the 1993-94 fiscal year.<\/p>\n
While acknowledging that illegal levies could not be instantly
\nand easily eradicated, Surjadi also warned that those who wanted
\nto report should not exaggerate their cases. Instead, he said,
\nthey should give clear-cut evidence which can be used to prove
\nthat the officials are guilty of the charges.<\/p>\n
Soesila Darmoadji, the spokesman for the city administration,
\nadded that the city administration would make sure that the names
\nand addresses of those who wrote in to the governor would remain
\nconfidential.<\/p>\n
Red-tape and illegal levies were brought to surface after West
\nJakarta Mayor Sutardjianto told reporters at City Hall last
\nFriday that his office had taken action against one of the
\nofficials in the mayoralty's team for controlling the city's
\nconstruction development (Pengawas Pembangunan Kota). The
\nofficial was found to have asked those who wanted to get building
\npermits for illegal payments (pungli).<\/p>\n
Sutardjianto, however, did not clearly specify the "action"
\napplied to the officer. He also did not disclose the officer's
\nname.<\/p>\n
"If not delaying his promotion, we demoted him. I can't
\nremember," he said, before taking part in the limited municipal
\nmeeting to discuss the city's Program for Underdeveloped Villages
\nwith the governor at the City Hall.<\/p>\n
There have been many reports in the media concerning officers
\nof the city's construction development control who are charging
\ninflated fees for people applying for building permits.
\nAllegedly, they have made the fees tens of times higher than the
\nofficial rates for acquiring such permits. (arf)<\/p>",
