Write to the governor<\/p>\n<p>JAKARTA (JP): Jakartans are invited to write letters of<br>\ncomplaint directly to Governor Surjadi Soedirdja if they can<br>\nprove that city officials are making things difficult for them or<br>\nimposing illegal levies for services rendered.<\/p>\n<p>&quot;I will not open any post boxes. They can send the<br>\ncorrespondence directly to me,&quot; Surjadi told reporters yesterday<br>\nat City Hall after delivering his speech at the City Council on a<br>\nbill on the excess budget for the 1993-94 fiscal year.<\/p>\n<p>While acknowledging that illegal levies could not be instantly<br>\nand easily eradicated, Surjadi also warned that those who wanted<br>\nto report should not exaggerate their cases. Instead, he said,<br>\nthey should give clear-cut evidence which can be used to prove<br>\nthat the officials are guilty of the charges.<\/p>\n<p>Soesila Darmoadji, the spokesman for the city administration,<br>\nadded that the city administration would make sure that the names<br>\nand addresses of those who wrote in to the governor would remain<br>\nconfidential.<\/p>\n<p>Red-tape and illegal levies were brought to surface after West<br>\nJakarta Mayor Sutardjianto told reporters at City Hall last<br>\nFriday that his office had taken action against one of the<br>\nofficials in the mayoralty&apos;s team for controlling the city&apos;s<br>\nconstruction development (Pengawas Pembangunan Kota). The<br>\nofficial was found to have asked those who wanted to get building<br>\npermits for illegal payments (pungli).<\/p>\n<p>Sutardjianto, however, did not clearly specify the &quot;action&quot;<br>\napplied to the officer. He also did not disclose the officer&apos;s<br>\nname.<\/p>\n<p>&quot;If not delaying his promotion, we demoted him. I can&apos;t<br>\nremember,&quot; he said, before taking part in the limited municipal<br>\nmeeting to discuss the city&apos;s Program for Underdeveloped Villages<br>\nwith the governor at the City Hall.<\/p>\n<p>There have been many reports in the media concerning officers<br>\nof the city&apos;s construction development control who are charging<br>\ninflated fees for people applying for building permits.<br>\nAllegedly, they have made the fees tens of times higher than the<br>\nofficial rates for acquiring such permits.
