Hartarto asked to take action on Bali Declaration<\/p>\n
JAKARTA (JP): President Soeharto has assigned Coordinating
\nMinister for Industry and Trade Hartarto and other ministers to
\nformulate guidelines to assist large companies in their
\ndeclaration to help accelerate the development of small
\nbusinesses.<\/p>\n
Minister of Cooperatives and Small Enterprises Subiakto
\nTjakrawerdaya said after meeting with Soeharto at the state Bina
\nGraha building that the guidelines should be ready before the end
\nof the year.<\/p>\n
Some 100 business tycoons, after a course on the state
\nideology Panca Sila at Jimbaran, Bali, on Aug. 27, vowed to
\nnarrow the economic gap separating them and their smaller
\ncounterparts. Their vow is being called the Bali Declaration.<\/p>\n
Eka Tjipta Widjaja, a tycoon in the businesses of plantations,
\nmanufacturing and banking that was present in Bali, has suggested
\nthat big companies allocate two percent of their net profits for
\nsmall business assistance.<\/p>\n
In a further development, a small group of tycoons, led by
\nSofyan Wanandi, formed a task force to formulate the Bali
\nDeclaration's action plan.<\/p>\n
Subiakto said yesterday that Soeharto has ordered Hartarto to
\narticulate the guidelines and to discuss them with the tycoons.
\n\"The concept, when agreed, will be disclosed to the public,\" said
\nSubiakto.<\/p>\n
Similar issues of income distribution and asset ownership were
\ndiscussed by President Soeharto with 32 businessmen, most of whom
\nwere ethnic Chinese, at his Tapos cattle ranch in West Java in
\nMarch 1990.<\/p>\n
Criticism<\/p>\n
However, some critics contend that the Bali Declaration will
\nsuffer the same fate as the Tapos discussion, the results of
\nwhich have not been implemented completely.<\/p>\n
The central executive board of the Indonesian Democratic Party
\nsaid in a statement yesterday that the Bali Declaration did not
\ncover the main problems faced by Indonesian entrepreneurs.<\/p>\n
\"The social and economic gaps and injustices are mostly the
\nresult of corruption and collusion between businessmen and
\nbureaucrats,\" a deputy chairman of the party, Kwik Kian Gie, said
\nin the statement.<\/p>\n
The statement added that the main problem is not with the
\nincreasing number of large-scale businesses in the country but
\nwith the way they're run.<\/p>\n
Kwik also suggested that the Bali Declaration be realized
\nunder the coordination of the Indonesian Chamber of Commerce and
\nIndustry, not by a tycoon task force.<\/p>\n
Subiakto denied accusations that the Tapos discussion was a
\nfailure, saying that 185 big companies have since sold to
\ncooperatives 80.9 million shares, which are paid for with
\ndividends obtained from share ownership. (kod)<\/p>",
