        "content": "<p>Hartarto asked to take action on Bali Declaration<\/p>\n<p>JAKARTA (JP): President Soeharto has assigned Coordinating<br>\nMinister for Industry and Trade Hartarto and other ministers to<br>\nformulate guidelines to assist large companies in their<br>\ndeclaration to help accelerate the development of small<br>\nbusinesses.<\/p>\n<p>Minister of Cooperatives and Small Enterprises Subiakto<br>\nTjakrawerdaya said after meeting with Soeharto at the state Bina<br>\nGraha building that the guidelines should be ready before the end<br>\nof the year.<\/p>\n<p>Some 100 business tycoons, after a course on the state<br>\nideology Panca Sila at Jimbaran, Bali, on Aug. 27, vowed to<br>\nnarrow the economic gap separating them and their smaller<br>\ncounterparts. Their vow is being called the Bali Declaration.<\/p>\n<p>Eka Tjipta Widjaja, a tycoon in the businesses of plantations,<br>\nmanufacturing and banking that was present in Bali, has suggested<br>\nthat big companies allocate two percent of their net profits for<br>\nsmall business assistance.<\/p>\n<p>In a further development, a small group of tycoons, led by<br>\nSofyan Wanandi, formed a task force to formulate the Bali<br>\nDeclaration's action plan.<\/p>\n<p>Subiakto said yesterday that Soeharto has ordered Hartarto to<br>\narticulate the guidelines and to discuss them with the tycoons.<br>\n\"The concept, when agreed, will be disclosed to the public,\" said<br>\nSubiakto.<\/p>\n<p>Similar issues of income distribution and asset ownership were<br>\ndiscussed by President Soeharto with 32 businessmen, most of whom<br>\nwere ethnic Chinese, at his Tapos cattle ranch in West Java in<br>\nMarch 1990.<\/p>\n<p>Criticism<\/p>\n<p>However, some critics contend that the Bali Declaration will<br>\nsuffer the same fate as the Tapos discussion, the results of<br>\nwhich have not been implemented completely.<\/p>\n<p>The central executive board of the Indonesian Democratic Party<br>\nsaid in a statement yesterday that the Bali Declaration did not<br>\ncover the main problems faced by Indonesian entrepreneurs.<\/p>\n<p>\"The social and economic gaps and injustices are mostly the<br>\nresult of corruption and collusion between businessmen and<br>\nbureaucrats,\" a deputy chairman of the party, Kwik Kian Gie, said<br>\nin the statement.<\/p>\n<p>The statement added that the main problem is not with the<br>\nincreasing number of large-scale businesses in the country but<br>\nwith the way they're run.<\/p>\n<p>Kwik also suggested that the Bali Declaration be realized<br>\nunder the coordination of the Indonesian Chamber of Commerce and<br>\nIndustry, not by a tycoon task force.<\/p>\n<p>Subiakto denied accusations that the Tapos discussion was a<br>\nfailure, saying that 185 big companies have since sold to<br>\ncooperatives 80.9 million shares, which are paid for with<br>\ndividends obtained from share ownership.
