Harsh punishment for corrupt police<\/p>\n
JAKARTA (JP): Jakarta Police Chief Maj. Gen. Dibyo Widodo
\nvowed yesterday to punish any police officers found to be taking
\nbribes in the processing of driving licenses.<\/p>\n
\"If you see (police officers taking bribes), please tell me.
\nI will not hesitate to take firm action against them,\" he said,
\nadding that some officers had already been punished for bribe-
\ntaking.<\/p>\n
Dibyo made the remark in response to media reports that
\ncorrupt police, together with brokers, were forcing Jakartans to
\npay much higher than the official fees to either get a new
\ndriver's license or to extend an existing one.<\/p>\n
The brokers reportedly offer faster service for the processing
\nof license documents, possible through a bypassing of ordinary
\nprocedures, in return for additional, unofficial payment.<\/p>\n
The fees charged by the brokers for the processing of a
\ndriving license are about Rp 130,000 (US$59), twice the ordinary
\nfee of Rp 65,000.<\/p>\n
In view of the rampant operation of the brokers, H. Mochamad
\nAman, head of the city council's Commission A, which is in charge
\nof government affairs, urged the city police chief on Saturday,
\nnot only to receive reports about the bribery practice, but also
\nto check in the field himself.<\/p>\n
Aman said that the fight against bribery was not as easy as
\none might imagine because it meant coming to terms with the
\nattitude, mentality and behavior of those involved in the
\npractice.<\/p>\n
He said that the current bribery scheme involving police
\nofficers was in violation of the regulations.<\/p>\n
\"Applicants for licenses, who should be instructed on good
\nbehavior and abiding by the procedures, are, instead, forced to
\ntake a short-cut,\" Aman said, as quoted by the Kompas daily.
