Harmoko praises outgoing Golkar legislators<\/p>\n
JAKARTA (JP): Golkar chairman Harmoko praised the political
\norganization's legislators in the House of Representatives for
\ndoing their best during their five-year term which will expire on
\nSept. 30.<\/p>\n
Harmoko said after attending a farewell gathering for outgoing
\nGolkar legislators that they had exercised their full function to
\nchannel public aspirations.<\/p>\n
\"As a team, they've served Golkar's executive board... very
\nwell,\" Harmoko said.<\/p>\n
\"Their commendable performance is quite obvious in the way
\nthey've influenced the government to accommodate public interests
\nduring the deliberation of bills,\" he added.<\/p>\n
Only about 40 percent of 279 Golkar legislators will keep
\ntheir post after Oct. 1, when President Soeharto is expected to
\ninstall the new members of the 500-strong House of
\nRepresentatives.<\/p>\n
Golkar's faction in the new House, which will be represented
\nby a record 325 seats, will be dominated by new faces.<\/p>\n
Harmoko himself will be among Golkar debutants in the House.
\nHe has been tipped to become the next House speaker replacing
\nWahono.<\/p>\n
He vowed that incoming legislators would improve or at least
\nmaintain their predecessors' performance.<\/p>\n
\"New legislators and reelected ones are expected to share the
\nsame view on all matters,\" Harmoko was quoted by Antara as
\nsaying.<\/p>\n
Golkar will hold an internal orientation program to help its
\nlegislators attune their views.<\/p>\n
An outspoken critic of Harmoko and outgoing Golkar legislator,
\nMangisara Marcos Lubis, failed to turn up for yesterday's
\ngathering.<\/p>\n
Mangisara blamed Harmoko in a House session with Minister of
\nInformation R. Hartono for the second deliberation of the
\nbroadcasting bill. For that reason, he said Harmoko did not
\ndeserve the House speaker position.<\/p>\n
Harmoko, who was minister of information when the bill was
\ndeliberated the first time, said the \"incident\" had been settled
\nby Golkar.<\/p>\n
He refused to comment on possible disciplinary measures to be
\nimposed on the defiant legislator.<\/p>\n
Separately, chairman of Golkar faction in the House, Moestahid
\nAstari, said Mangisara was not present due to the faction's
\npreparations for the House plenary session to endorse the
\nbroadcasting bill today.<\/p>\n
\"His (Mangisara's) absence here does not have anything to do
\nwith his criticisms. I've told the executive board that he's
\nconcentrating on the final preparation of the bill's
\nendorsement,\" Moestahid said.<\/p>\n
He admitted, however, that to some extent, he had failed to
\nexercise control mechanisms to prevent faction members from going
\noff track.<\/p>\n
\"We've improved our mechanisms, but the problem deals with
\nhuman resources. I cannot treat my friends as employees,\" he
