        "content": "<p>Hanoi wins WB credit for rural road revamp<\/p>\n<p>HANOI (Reuter): The World Bank said yesterday that it would<br>\nlend Vietnam $55 million for a project to revamp rural access<br>\nroads in 15 of the country's poorest provinces.<\/p>\n<p>The International Development Association credit will cover<br>\nmost of the project's $60.89 million cost and the government of<br>\nVietnam will provide the balance, the Bank said in a statement.<\/p>\n<p>\"The project will boost poverty alleviation and rural<br>\ndevelopment...\" it said. \"By improving road systems, rural areas<br>\nwill gain better access to agricultural technology, efficient<br>\nmarketing opportunities and corresponding economic activities.\"<\/p>\n<p>Vietnam's rural areas, where some 57 percent of the people<br>\nlive below the poverty line, have lagged behind urban areas in<br>\ngrowth and development during the past decade of reform.<\/p>\n<p>The Bank said a lack of rural infrastructure and inadequate<br>\naccess to markets have contributed to persistent poverty and<br>\nmalnutrition. Most rural roads are in poor condition,<br>\ninaccessible during the wet season and an impediment to trade and<br>\ngrowth.<\/p>\n<p>The Vietnamese government's rural development strategy has<br>\nbegun to target investment in economic infrastructure,<br>\nparticularly in roads and transport systems.<\/p>",
