Habibie's outstanding debt<\/p>\n
The doubts which the public have harbored concerning the fate
\nof the case against the former attorney general, Andi M. Ghalib,
\nhave proven justified. Military police authorities have decided
\nto halt their investigation of the case on the grounds there was
\nnot sufficient proof that Ghalib engaged in corruption.<\/p>\n
This decision reflects the authorities' lack of responsiveness
\ntoward the public's demands. We are now justified in questioning
\nthe sincerity of the promise which the Indonesian Armed Forces
\n(TNI) leadership made to bring about a repositioning and
\nreorientation of the TNI's bearings in response to the changes
\nthat occurred. The uncommunicative manner in which the Ghalib
\ncase is being handled and the tendency to simplify matters not
\nonly dissatisfies the public, it also does not help us to realize
\nthe People's Consultative Assembly (MPR) decree regarding the
\nestablishment of clean governance.<\/p>\n
The decision also illustrates President B.J. Habibie's
\nweaknesses. If he was serious in his efforts, Habibie would have
\nordered an investigation of all of Ghalib's bank accounts and
\nmade the findings public. Until he publicly and personally
\nexplains why the investigation of Ghalib's case is being halted,
\nHabibie will politically have a debt outstanding to the public.<\/p>\n
Unless Habibie explains, unhealthy rumors will flourish. For
\nexample, people might think that the remaining 15 of Ghalib's
\nbank accounts, which the military investigators have failed to
\naudit, are linked to Habibie's personal interests or to the
\ninterests of other authorities in his government.<\/p>\n
