        "content": "<p>&apos;Growth must be humane&apos;<\/p>\n<p>JAKARTA (JP): National development programs should aim to<br>\nachieve growth in terms of quality as well as quantity, experts<br>\nfrom Asia-Pacific countries said yesterday.<\/p>\n<p>&quot;Economic growth is not an end, but a means to achieving human<br>\ndevelopment,&quot; the experts, taking part in a workshop to review<br>\nthe 1996 Human Development Report (HDR), said.<\/p>\n<p>The experts defined human development as including the<br>\nreduction of poverty and social deprivation, promotion of equal<br>\naccess to opportunities and the achievement of full employment<br>\nand sustainability, the United Nations Development Program (UNDP)<br>\noffice in Jakarta, which co-hosted the workshop, said.<\/p>\n<p>The participants agreed that there was no automatic link<br>\nbetween economic growth and human development. &quot;The link had to<br>\nbe fostered by policy measures and a strong emphasis on equity,&quot;<br>\nthe UNDP statement said.<\/p>\n<p>The Center for Information and Development Studies was the<br>\nworkshop&apos;s other host. The two-day meeting was held to review the<br>\nreport, commissioned by the UNDP and launched last week, which<br>\nfound that the disparity between the world&apos;s rich and poor was<br>\nwidening.<\/p>\n<p>Rahadi Ramelan, the vice chairman of the National Development<br>\nPlanning Board, gave the workshop&apos;s keynote address. Other<br>\nspeakers included Sakiko Fukuda-Parr, Director of the HDR Office<br>\nat the United Nations Development Program in New York, and Nay<br>\nHtun, Director of the UN Development Program Regional Bureau for<br>\nAsia and the Pacific.
