'Growth must be humane'<\/p>\n
JAKARTA (JP): National development programs should aim to
\nachieve growth in terms of quality as well as quantity, experts
\nfrom Asia-Pacific countries said yesterday.<\/p>\n
"Economic growth is not an end, but a means to achieving human
\ndevelopment," the experts, taking part in a workshop to review
\nthe 1996 Human Development Report (HDR), said.<\/p>\n
The experts defined human development as including the
\nreduction of poverty and social deprivation, promotion of equal
\naccess to opportunities and the achievement of full employment
\nand sustainability, the United Nations Development Program (UNDP)
\noffice in Jakarta, which co-hosted the workshop, said.<\/p>\n
The participants agreed that there was no automatic link
\nbetween economic growth and human development. "The link had to
\nbe fostered by policy measures and a strong emphasis on equity,"
\nthe UNDP statement said.<\/p>\n
The Center for Information and Development Studies was the
\nworkshop's other host. The two-day meeting was held to review the
\nreport, commissioned by the UNDP and launched last week, which
\nfound that the disparity between the world's rich and poor was
\nwidening.<\/p>\n
Rahadi Ramelan, the vice chairman of the National Development
\nPlanning Board, gave the workshop's keynote address. Other
\nspeakers included Sakiko Fukuda-Parr, Director of the HDR Office
\nat the United Nations Development Program in New York, and Nay
\nHtun, Director of the UN Development Program Regional Bureau for
\nAsia and the Pacific. (14)<\/p>",
