A basic problem faced by the Indonesian maritime
\ntransportation sector is the fact that government regulations are
\nchanged frequently.<\/p>\n
According to Capt. Rudy, the government at one time scrapped
\nthe need for permits to be given before the PPN (sales tax) for
\npurchasing ships. Less than a year later, however, the regulation
\nwas applied again.<\/p>\n
Indonesia's Sea Transportation Law No. 21\/1992 has
\nunfortunately helped to hinder the growth of the country's sea
\ntransportation industry.<\/p>\n
According to clause 73, book 1, the government can give
\npermission to foreign vessels flying foreign flags to carry out
\ninterisland sea transportation activities in certain
\ncircumstances.<\/p>\n
Foreign ships are able to ply Indonesia's sea-lanes because
\nthe country's own shipping industry is not developed enough to
\ncope with demand.<\/p>\n
Another problem facing Indonesia's sea transportation industry
\nis the reluctance of bankers to finance shipping activities. The
\neconomic crisis has significantly stunted growth of the country's
\nsea transportation due to a lack of financing and capital.<\/p>\n
Most importantly, however, is the need for the Sea
\nTransportation Law to be applied consistently, so that the
\nindustry can plan its course in the world's increasingly
\ncompetitive market.<\/p>",
