        "content": "<p>'Gridlock shows economic progress'<\/p>\n<p>JAKARTA (JP): The notorious traffic gridlock in the city<br>\nreflects economic development, former Jakarta governor<br>\nTjokropranolo says.<\/p>\n<p>\"If traffic is not congested, it is a sign that economic<br>\ndevelopment is stagnant,\" he told the Antara news agency<br>\nyesterday.<\/p>\n<p>Tjokropranolo, Jakarta's governor from 1977 to 1982, proposed<br>\nthat one way to solve the worsening traffic problem is to revise<br>\nthe regulations.<\/p>\n<p>\"When I was the governor, I proposed changing the regulation<br>\nbut nobody took it seriously,\" he said.<\/p>\n<p>Employees should reside near their workplace, for example, so<br>\nthat people do not have to go to work by private cars that jam<br>\nthe streets, he said, citing Paris as a good model.<\/p>\n<p>In addition, more mass rapid transport systems should be<br>\noperated, he said. \"More tracks should be built and trains should<br>\nbe made as main transportation means.\" (pan)<\/p>",
