Green projects seek foreign funds<\/p>\n
JAKARTA (JP): The Indonesian government is touting 30
\nenvironmental conservation projects worth US$145 million to
\ninternational financial institutions and foreign governments for
\npossible funding.<\/p>\n
The Environmental Impact Management Agency (Bapedal) held a
\nmeeting yesterday with representatives from 11 international
\ndonor agencies to solicit funds.<\/p>\n
These 30 projects for the 1995-1996 fiscal year have already
\nbeen approved by the Office of the State Minister of Environment
\nand will be submitted to the National Development Planning Board,
\nBapedal's Deputy Chairman for Development Program P.L. Coutrier
\nsaid at the meeting.<\/p>\n
Coutrier said the agency needs either grants or soft loans to
\nfinance these projects.<\/p>\n
The donor agencies attending the meeting include the World
\nBank, the Asian Development Bank (ADB), the United Nations
\nDevelopment Program (UNDP), the United Nations Industrial
\nDevelopment Office (UNIDO), USAID of the United States, AIDAB of
\nAustralia, ODA of Britain, CIDA of Canada, GTZ of Germany, and
\nJICA and OECF of Japan.<\/p>\n
The projects include clean-up programs, the development of the
\nconcept of clean production processes, forest lands fire impact
\nand control, environmental protection, environmental training
\nprograms, and establishing groundwater monitoring and protection
\ncapability.<\/p>\n
Coutrier said some of the projects are already in the
\nnegotiation phase.<\/p>\n
JICA will finance an integrated air quality management project
\nfor the Jakarta area, CIDA will work on environmental protection,
\nUNDP on public awareness and education, and ODA on the
\nestablishment of groundwater monitoring and protection
\ncapability.<\/p>\n
However he declined to mention the terms of each project being
\nnegotiated, or to say which ones are to be financed through
\ngrants and through soft loans.<\/p>\n
State Minister of Environment Sarwono Kusumaatmadja, who is
\nalso chairman of Bapedal, briefed the meeting about changes in
\nthe Bapedal management structure.<\/p>\n
Under Presidential Decree No. 77\/1994 on the Environmental
\nImpact Management Agency, which is a revision to the previous
\nPresidential Decree No. 23\/1990, there is a substantial change in
\nthe agency's board of management.<\/p>\n
Under the new decree, Bapedal will add a third deputy
\nchairman. One deputy will be in charge of Institutional Sector
\nand Capacity Improvement, another for Pollution Control, and a
\nthird for Analysis of Environmental Impact and Technical
\nDevelopment.<\/p>\n
The new decree also rules the establishment of several new
\ndivisions in the agency's central executive board, as well as
\nprovincial boards.<\/p>\n
Bapedal, which was established in June 1990, has the task of
\nmanaging environmental impact, including prevention of and
\ncontrol over pollution and environmental damage, as well as
\nrehabilitation of environmental quality. (imn)<\/p>",
