Greater regional autonomy<\/p>\n
A few days ago the House of Representatives resolved to pass a
\ndraft on regional administration. Since the draft came from the
\nexecutive branch, it can be expected that it will soon become
\nlaw. What this means is that we are poised to bestow our various
\nregions with greater freedom to look after their own affairs by
\ndecentralizing the administration and granting them autonomy.<\/p>\n
A number of prerequisites need to be met for any nation to be
\nable to successfully anticipate the coming century. In economic
\nterms, the engine of growth is no longer man's control over land,
\ncapital and natural resources, but the capability of the
\ncommunity within each country to manage life efficiently.
\nSocieties also need to educate their members to behave
\nappropriately and nurture their culture.<\/p>\n
In such a context, granting autonomy and a decentralization of
\ngovernment powers to our regions should give them a proper
\nframework and enough space as well as a better foundation to
\ndevelop. The rest will depend on the quality of the human
\nresources available in each region. Provinces that do not have
\ngood human resources will be left behind those that do. The new
\nlaw will bring its own consequences.<\/p>\n
