It is interesting to note that the statement of Sofian
\nEffendi, former secretary-general of the Civil Servants Corps and
\nex-head of the State Administrative Reform, now rector of Gajah
\nMada University, that the present government must work extra hard
\nto eradicate corruption, collusion and nepotism (KKN) within the
\nbureaucracy and strive for clean governance.<\/p>\n
Personally, I think the elimination of KKN and the creation of
\nclean governance are no simple thing, because the New Order
\nregime, with its bureaucratic system that ignored public service,
\nfostered a breeding ground for graft in nearly all offices of the
\ncentral government and regional administrations.<\/p>\n
The effort to create clean government agencies, therefore,
\nshould unnecessarily depend on the policy laid down by the Office
\nof the State Minister for Administrative Reform. Other state
\nagencies should follow up with further measures in supervisory,
\nadministrative, institutional and personnel fields.<\/p>\n
The field of supervision over the use of public funds is
\nespecially important, because the projects tendered by ministries
\nare not transparent, thus causing deviations in expenditure. The
\nprocurement of goods in the directorate general of contagious
\ndisease eradication, ministry of health, for instance, has
\ninflicted a Rp 7 billion loss on the state.<\/p>\n
The mentality of the apparatus remains difficult to deal with.
\nUnder unfavorable socio-economic and political conditions today,
\nsupervision has slackened. This again involves the political will
\nof law enforcement authorities, whether they have the courage to
\narrest officials suspected of committing KKN and, when evidence
\nis found, bring them to trial.<\/p>\n
