        "content": "<p>Govt warned about organized crime<\/p>\n<p>SEMARANG (JP): Leading criminologist Mulyana W. Kusumah warned<br>\nthat Indonesia must thoroughly prepare itself to deal with<br>\ninternational organized crime which is now expanding operations<br>\nworldwide.<\/p>\n<p>International crime organizations like the Mafia, the Triads<br>\nand the Yakuza, as well as Columbia-based narcotics cartels, are<br>\nspreading their activities throughout the world, including East<br>\nAsia, Mulyana, of the Jakarta-based University of Indonesia.<\/p>\n<p>He said there is also another crime syndicate, whose name is<br>\nless familiar in Indonesia, that is based in the former Soviet<br>\nrepublics.<\/p>\n<p>These organizations deal with various kinds of crimes from car<br>\nthefts, selling nuclear materials, smuggling migrants, computer<br>\ncrimes, trafficking drugs, selling firearms,  to environmental<br>\ncrimes and money laundering, Mulyana told The Jakarta Post.<\/p>\n<p>&quot;The operation of these organizations has become a social,<br>\neconomic and political threat to many countries, both the<br>\ndeveloped and developing ones,&quot; he said.<\/p>\n<p>Mulyana, an executive of the Indonesian Legal Aid Foundation,<br>\nsaid the organizations exploit loopholes in banking regulations<br>\nin certain countries to legally deposit their money. They also<br>\ninvest some of their funds in legal businesses, he said.<\/p>\n<p>Even though many countries have ratified the UN convention<br>\nagainst money laundering, this does not affect the organizations,<br>\nwhich have &quot;political support&quot; from certain governments, Mulyana<br>\nsaid.<\/p>\n<p>He praised the domestics police for their idea of cooperating<br>\nwith the international police to develop a national central<br>\nbureau as an effort to cope with international crime activities.<\/p>\n<p>A developing country with high economic growth like Indonesia<br>\ncould become a target for international crime operations,<br>\nespecially because of the intensified business interactions and<br>\nthe weak regulations, he said.<\/p>\n<p>&quot;Clearly, the door is open for them to run both legal and<br>\nillegal businesses,&quot; he said.<\/p>\n<p>Mulyana also underlined the need for a good governance to<br>\nprevent international crimes.<\/p>\n<p>Good governance can only be established if there is proper<br>\naccountability by the government, enough room for social control,<br>\nand strong law enforcement, which could stop the practice of<br>\ncorruption and collusion between business people and government<br>\nofficials, Mulyana said.<\/p>\n<p>He supported the statement of the Minister of Justice Oetojo<br>\nOesman, who recently said that because the national criminal code<br>\nhad universal principles, the government should fully support<br>\ninternational cooperation pattern to fight transnational<br>\norganized crimes. Cooperation is needed not only in the<br>\ninvestigation process, but also in prosecution and trials,<br>\nMulyana quoted the minister as saying.<\/p>\n<p>Mulyana said the effort to combat international crimes should<br>\ninclude not only the reformation and improvement of the national<br>\nlegal system, but also the drafting of new international<br>\nagreements.
