Govt wants to improve intelligence capacity<\/p>\n
JAKARTA (JP): The government is revamping the State
\nIntelligence Coordinating Board (Bakin) in order to gain accurate
\ninformation and intelligence data, Coordinating Minister for
\nPolitical, Social and Security Affairs Susilo Bambang Yudhoyono
\nsaid on Wednesday.<\/p>\n
Susilo said Bakin would be given a new name, National
\nIntelligence Agency (BIN). The government will decide on the
\nmatter on Oct. 24 at the latest.<\/p>\n
\"With Bakin's reorganization, the government hopes to improve
\nthe capacity of the state intelligence board because accurate
\ninformation and intelligence data are needed in making decisions
\nand policies,\" he said after a special meeting with ministers
\nunder his coordination here on Wednesday.<\/p>\n
He said BIN would have greater authority than Bakin, whose
\nservices have been reduced to a coordinative function.<\/p>\n
Separately, Minister of Defense Mahfud M.D. said his office
\nwould also establish an intelligence agency outside BIN and the
\ncurrently influential Indonesian Military's Strategic
\nIntelligence Agency (BAIS).<\/p>\n
\"We are planning to establish a defense intelligence agency
\n(DIA) to provide accurate intelligence data to the government
\nbecause so far, the government has yet to have intelligence
\nsources,\" he said in a hearing with House of Representatives
\nCommission for foreign policy, security and defense on Wednesday.<\/p>\n
He said the new defense intelligence agency would recruit a
\nlarger part of BAIS personnel so that the military's intelligence
\nagency could be dissolved because the Army, Navy and Air Force as
\nTNI's entities would have their own intelligence sections.<\/p>\n
He acknowledged that the plan to establish DIA would depend
\nmuch on the defense budget.<\/p>\n
\"It is difficult for us to make a decision because the House
\nis very tight with the state budget while the intelligence agency
\nwill need unlimited funding to carry out missions,\" he said.
