        "content": "<p>Govt urges establishment of professional standards<\/p>\n<p>JAKARTA (JP): The government is calling on Indonesian<br>\nprofessionals to establish standards of competence to serve as a<br>\nyardstick and incentive as they prepare for the coming free<br>\nmarket and open competition.<\/p>\n<p>Yudo Swasono, chief of the manpower planning and development<br>\ndepartment at the Ministry of Manpower, criticized domestic<br>\nprofessionals for being \"stagnant\" and for allowing their<br>\norganizations to become idle.<\/p>\n<p>\"Most of the organizations are stagnant...their activities<br>\nremind one of arisan, because the professionals don't spend time<br>\ntalking about their profession's standard of competence,\" he was<br>\nquoted by Antara as saying.<\/p>\n<p>The term arisan refers to an Indonesian social get-together<br>\nwhere people contribute to, and take turns at, winning an<br>\naggregate sum of money.<\/p>\n<p>Yudo said professional organizations need to anticipate the<br>\nimpact of open competition here lest they turn into mere<br>\nonlookers in their own country.<\/p>\n<p>Standards of competence, Yudo added, will be crucial in the<br>\napproaching globalization. To keep abreast of global employment,<br>\nlocal workers must meet their profession's standards of<br>\ncompetence, whether the profession is locally or internationally<br>\nestablished.<\/p>\n<p>According to Yudo, there are only a few professional<br>\norganizations that have applied standards of competence, but<br>\nthese are applied internally rather than on a national level.<br>\nThese include the Indonesian Medical Association, the Indonesian<br>\nAssociation of Accountants and the Indonesian Engineers<br>\nAssociation.<\/p>\n<p>Local standards of competence are expected to measure up to<br>\nthe international standards of competence as well, he said.<\/p>\n<p>The recent ministerial meeting of the World Trade Organization<br>\n(WTO) in Singapore signaled that international employment<br>\nopportunities for accountants were being negotiated. An<br>\ninternational standard of competence is expected to be set up<br>\nsoon.<\/p>\n<p>This means that accountants, who meet the requirements<br>\nstipulated by the international standards of competence, may seek<br>\nemployment in, at least, WTO 128 member countries.<\/p>\n<p>\"After accountants, the opportunities will be expanded to<br>\nincorporate engineers, computer experts and lawyers,\" Yudo said.<\/p>\n<p>Speaking about his agency's work in 1996, Yudo lamented the<br>\nhigh rate of unemployed university graduates, about 405,000 or<br>\n12.36 percent of those of working age.<\/p>\n<p>\"The ideal rate of unemployed university graduates in<br>\ndeveloping countries like Indonesia should be around six<br>\npercent,\" Yudo said.<\/p>\n<p>In 1990, there were \"only\" 118,000 unemployed people with<br>\nBachelor degrees, or 6.7 percent.
