        "content": "<p>Govt urged to draft education plan<\/p>\n<p>JAKARTA: Golkar chairman Akbar Tandjung urged the government<br>\non Tuesday to establish a master plan on the use of 20 percent of<br>\nthe state budget for education as stipulated by the Constitution.<\/p>\n<p>Speaking at the party&apos;s national congress, Akbar said<br>\neducation must be given serious attention in view of a failing<br>\neducation system and poor pay rates for teachers.<\/p>\n<p>He said the country was experiencing a severe lack of quality<br>\nhuman resources, resulting in its inability to recover from the<br>\neconomy crisis.<\/p>\n<p>He also added that his party proposed that every regency in<br>\nthe nation must have at least one community school to ensure the<br>\nquality of education.<\/p>\n<p>Community schools are vocational institutions offering<br>\ndiplomas for graduates.--JP<\/p>",
